L' <br />City of Mounds View-Community Development Department <br />Code Compliance Program <br />STANDARD OPERATING GUIDELINE <br />SUBJECT: NUMBER: 06-11 Page <br />Conducting Exterior Propert Evaluations <br />APPROVED BY: City Council DATE ISSUED: <br />12-2006 <br />PURPOSE: Establish a consistent protocol far evaluation of exterior individual buildings <br />and dwellings when conducting code compliance inspections. <br />GUIDELINE: <br />1.0 The Following shall be used as a guideline when conducting evaluations of the <br />exterior of properties. <br />1.1 Evaluation of exterior surface condition. <br />1.2 Condition of individual building components <br />1.3 Impact on the immediate neighborhood. <br />2.0 Explanation of 1.1: Determine the effectiveness of the exterior surface covering. <br />If paint, is the surface well maintained and have a protective coating applied as <br />necessary to prevent deterioration and corrosion. If a masonry surface, verify the <br />walls appear sound and watertight and that joints or bricks are not missing and no <br />signs of bowing walls. <br />• 3.0 Explanation of 1.2: Verify that the components of the building are maintained. <br />Check for missing pieces of trim, damaged -doors or windows that are broken. <br />Sagging porches. Gutters and downspouts that are rusted, missing, or obviously <br />leaking. The overall condition of the roof coverings should also be observed, taking <br />particular note if surfaces are significantly deteriorated or damaged. <br />4.0 Explanation of 1.3: A building might have been recently painted but still have <br />evidence of deteriorated substrate and missing trim. However, an evaluation of the <br />buildings in the surrounding neighborhood may reveal that this property is one of <br />the better-maintained buildings in the neighborhood. This process, in efFect, sets a <br />benchmark for how individual buildings are maintained in this specific <br />neighborhood. Conducting the same process in another neighborhood, using the <br />same circumstances, may reveal that the same building could be one of the worst <br />maintained. It is important to note if the overall visual impact is better or worse than <br />other buildings in the immediate neighborhood. Does it display a positive or <br />negative impact on the neighborhood? Focusing on small changes in individual <br />neighborhoods will lead to noticeable changes in the region. <br />• REVISION I3ISTORY: <br />1. 12 2006 -New release. <br />
