• <br />• <br />City of Mounds View-Community Development Department <br />Code Compliance Program <br />STANDARD OPERATING GUIDELINE <br />SUBJECT: Commercial Vehicles NUMBER: 06-12 Page <br />APPROVED BY: City Council DATE ISSUED: <br />12-2006 <br />PURPOSE: Explanation of requirements for commercial type vehicles parked outdoors <br />in residential districts <br />GUIDELINE: Section 607.06 of the City Code of Ordinances provides requirements for <br />vehicles parked or stored outdoors on residentially zoned property. The nature of these <br />requirements provide for some flexibility for interpretation by the enforcement officer. <br />Section 607.06 Subd. 1 specifically prohibits exterior storage on residential property of <br />vehicles, materials, supplies or equipment not customarily used for residential purposes. This <br />section was intended to preserve-the character of residential neighborhoods such that any <br />items stored outside do not obstruct view on streets or introduce commercial advertising. In <br />an effort to provide consistent enforcement of these requirements, the following guidelines <br />shall be consulted when faced with a situation where the code requirements do not <br />adequately address the specific situation. <br />1.0 Service type vehicles and equipment such as tow trucks, skid loaders, aerial crane <br />vehicles, earth moving and excavating equipment, fork lift and (ift trucks, shall be <br />prohibited outdoors in residential neighborhoods for a period exceeding two hours. <br />Provided however, they are actively being used to complete service work on a <br />residence where they are located. <br />1.1 Portable equipment such as air compressors, large generators, trailers exceeding <br />"E" classification (6,001-9,000 Ibs), aerial crane and rigging equipment, large <br />drilling equipment, and accumulations of pressurized vessels exceeding 100 Ibs <br />shall be prohibited outdoors in residential neighborhoods. <br />2.0 Vehicles driven home from a business or organization are permitted provided with <br />graphics identifying specific companies, business, or organization are permitted <br />outdoors provided they are in compliance with weight and vehicle design <br />requirements within section 607.06. <br />REVISION HISTORY: <br />1. 12-2006 New release. <br />
