C7 <br />C <br />• <br />City of Mounds View-Community Development Department <br />Code Compliance Program <br />STANDARD OPERATING GUIDELINE <br />SUBJECT: NUMBER: 06-13 Page <br />Summary Abatement of Code Violations <br />APPROVED BY: City Council DATE ISSUED: <br />12-2006 <br />PURPOSE: To determine procedures and priorities with regard to exterior property <br />maintenance violations of Chapter 607 (Nuisances} that are endanger public health and <br />safety and therefore warrant an immediate response. Summary Abatements are to be <br />reserved for the mast egregious conditions that, if not immediately corrected, pose a serious <br />threat to the public health and safety. <br />GUIDELINE: The following conditions shall serve as a guideline to enact summary <br />abatement. <br />1.0 Conditions which are an immediate threat to the public health or safety including <br />but not limited to: large exterior accumulations of garbage, empty food containers, and <br />decaying materials; large exterior accumulations animal excrement, manure; discarded <br />carcasses; large excavations left unprotected or uncovered; exterior storage of <br />refrigerators that do not have the door removed or permanently sealed; explosives or <br />other hazardous materials stored or accumulated in any manner other than provided by <br />law or ordinance. <br />1.1 Conditions where there is an immediate threat of serious property damage <br />affecting the safety of the public including but not limited to: Trees that have <br />sustained substantial damage or decay and are in danger of falling onto persons or <br />property; unsecured structures which have been damaged by fire, decay, or are <br />otherwise dilipated and in danger of structural collapse. <br />1.2 Conditions caused by persons on public property or roadways including but not <br />limited to: placing or throwing glass, nails, tacks or other substances on streets or <br />sidewalks; dumping of materials in wetlands; down trees, tree limbs, brush and <br />branches, or other obstructions and excavations affecting the ordinary use of the public <br />streets and sidewalks. <br />2.0 Prior to the commencement of summary abatement activity the enforcement officer <br />must attempt to notify the owner, occupant, or other responsible party. Attempts shall be <br />any reasonable means including contact in person, telephone, email or facsimile. <br />REVISION HISTORY: <br />1. 12-2006 New release. <br />
