This would involve preparation of an amendment, <br />making application to the Metropolitan Council Environmental Services (MCE.S), and obtaining their <br />approval for the proposed extension. <br />The scope of services outlined in this letter includes the completion of a feasibility study for the required <br />improvements only. The information developed as part of that feasibility study could then be used to <br />create the comprehensive sanitary sewer plan amendment. However, the preparation of the actual <br />amendment and the submittal to the MCES would be beyond the scope of the work outlined in this <br />proposal. If the City wished to have those activities performed by us, they would constitute additional <br />services that wou]d require compensation on an hourly basis in accordance with our ongoing contract <br />with the City. We would not proceed with any such services without prior discussion with and <br />authorization from the City of Mounds View. <br />The development and execution of a comprehensive sanitary sewer plan amendment could readily be <br />accommodated in the schedule stated in the previous section of this letter. It is not anticipated that any <br />delay to the implementation of the utility extension project would be caused by the requirement of a <br />comprehensive plan amendment. If this development does proceed, the appropriate time to begin the <br />comprehensive sanitary sewer plan amendment process is at the time the preferred alternative for the <br />sewer extension is selected, and the project is ordered_ <br />Conclusion <br />We are pleased to have this opportunity to offer our services to the City and further our relationship with <br />the Staff and Council. We understand the importance of the proposed development to the City, and the <br />desire of the City to maintain an aggressive schedule in the determination of required information for' the <br />potential site development. We are confident that we will perform excellent work for the City and they <br />will be mote than happy with the results. <br />The work would be performed under my supervision and coordination. The lead engineer for the water <br />distribution system analysis would be Mark Wallis, who performed the recent Vulnerability Assessment <br />orr the City water system. The lead engineer for the sanitary sewer analysis would be Bob Barth. You are <br />familiar with Bob and his work from past projects. <br />It is our understanding that Staff will review the information submitted here with the developer, in the <br />hopes of obtaining concurrence. Once concurrence is received, the proposal would be submitted to the <br />City Council for consideration of authorizing the work.
