• City of Mounds View <br />Position Description <br />Position Title: Clerk-Administrator <br />Department: Administration <br />Accountable to: City Council <br />Status: Exempt <br />PRIMARY OBJECTIVE OF POSITION: <br />Assist the Council, as their chief administrative aide, in the development of public policy. <br />Develops and implements programs, work plans and budgets which advance the <br />Council's policies with the involvement and assistance of City department heads and <br />staff. Plans, directs and evaluates, under Council direction, the delivery of municipal <br />services. Perpetuates the collaborative personnel management system with all city <br />employees. <br />SUPERVISION RECEIVED <br />Works under the general guidance and direction of the City Council. <br />• SUPERVION EXERCISED <br />• Exercises supervision of all City staff. <br />ESSENTIAL DUTIES AND RESPONSIBILlT1ES <br />Program Planning/Budget Responsibilities: <br />• Develops yearly work plan and budget in collaboration with department heads to <br />carry out the Council's annual goals and guidelines. <br />• Recommends organizational and policy planning priorities with well documented, <br />objective reports designed to inform and advise the Council in establishing public <br />policy. <br />• Provides information related to contemplated municipal projects and programs as <br />required by the Council. <br />• Keeps Council updated on City business projects, budgets and fiscal condition of <br />City business. <br />• Prepares annua! financial statement and annual report. <br />Prepares program of public services extending five years. <br />Personnel Management: <br />• Develops and maintains, with department heads, a collaborative personnel <br />management system which includes, but is not limited to orientation, clear job <br />descriptions, salary and benefits programs, union negotiations, timely and <br />• consistent performance reviews of employees and on-going communication. <br />• Supervises department head team and administrative staff. <br />
