Establishes and maintains effective methods of communication with city personnel i <br />to effectively deliver City services and with Council members to oversee the <br />administration of City personnel. <br />Participates in decisions relating to all matters affecting the City personnel. <br />External Relationships with the Public: <br />Establishes a good working relationship with clear respectful communications with <br />citizens, businesses, commissions, consultants and political sub-divisions. <br />• Provides for the representation of the City to external groups on ways which <br />enhance the image of Mounds View and serve the best interests of the City. <br />Assures open communication, encouraging residents and businesses to be heard <br />by the Council. <br />• Coordinates the preparation and releases of information for the public. Develops <br />and discusses public relations material with staff and Council, as required. <br />Relationship with Council: <br />Ensures that the Council is provided with complete, objective and reliable <br />information and recommendations to establish sound public policy. <br />Distributes written communications prior to Council meetings in a timely manner. <br />• Attends all Council meetings or designates an alternate. <br />Organizational Climate: • <br />• Develops and maintains processes for employee involvement through participative <br />management and open communication. <br />• Develops and maintains, in collaboration with department heads, management <br />processes which encourage open interactive communication between staff and the <br />Council. <br />• Creates a working climate in which employees and encouraged to develop and <br />achieve their full potential. Demonstrates by personal example desired standards <br />of conduct and work performance. <br />Performs responsibilities in manner which promotes dedication by the entire. staff <br />to Council goals and objectives. <br />Clerical Responsibilities: <br />• Performs or delegates all duties of a City Clerk by ensuring compliance with the <br />Home Rule Charter and with other prescribed laws and regulations. <br />• Supervises the conduct of all local elections and performs or delegates associated <br />duties in accordance with the Charter and with other prescribed laws and <br />regulations. <br />Develops and maintains understanding and awareness of federal, state, county <br />and other governmental programs which affect the municipality. Keep the Council <br />informed on these issues. <br />• Ensures the Council Minute Book, Ordinance Book, Code Book and Account <br />Books are kept up-to-date at all times. <br />• Oversees City purchasing functions to ensure the procurement of quantity • <br />supplies, materials and services at a reasonable and fair cost. <br />
