• POSITION DESCRIPTION <br />Position Title Community Development Director <br />Department: Community Development <br />Accountable To: Clerk-Administrator <br />Status: Exempt <br />PRIMARY OBJECTIVE OF POSITION <br />To strengthen the overall health and vitality of the City of Mounds View through <br />developing, managing and evaluating community development programs, including <br />planning, development review, economic development and redevelopment, housing <br />rehabilitation and inspection, building plan review and inspection, and code <br />enforcement. <br />SUPERVISION RECEIVED <br />Works under the general guidance and direction of the Clerk-Administrator. <br />SUPERVISION EXERCISED <br />Exercises supervision over all community development staff. <br />ESSENTIAL DUTIES AND RESPONSIBILITIES <br />• Manages and directs the operations of the Community Development <br />Department. Initiates, develops and administers community development <br />programs and services pursuant to policy direction from City Council and the <br />Clerk-Administrator, adopted plans, regulations and budgets. <br />Provides professional planning and economic and housing development advice <br />and consultation to elected and appointed officials, developers and citizens; <br />makes presentations to City Council, boards, commissions, civic groups and the <br />general pubic. <br />Department Operations <br />Manages and supervises community development operations to achieve goals within <br />available resources; plans and organizes workloads and staff assignments; trains, <br />develops, motivates and evaluates assigned staff; reviews progress and directs <br />changes as needed. <br />Assures that assigned areas of responsibility are performed within budget; <br />monitors revenues and expenditures in assigned areas to assure sound fiscal <br />control; prepares annual budget requests; assures effective and efficient use of <br />budgeted funds, personnel, materials, facilities and time. <br />Works in cooperation with the Finance Director to secure capital funding for <br />community and economic development projects (e.g. federal and state grants, <br />• <br />
