Resolution 8670 <br /> November 28, 2016 <br /> Page 2 <br /> WHEREAS, according to the Mounds View City Code, Section 1125.01, Subd 3, the <br /> City Council is to review a standard set of criteria when considering a Conditional Use Permit, <br /> including making Findings; and, <br /> NOW THEREFORE, BE IT RESOLVED, the Mounds View City Council does hereby <br /> determine that the criteria as identified in the Mounds View City Code, Section 1125.01, Subd <br /> 3(b) are satisfied and makes the following Findings of Fact related to its decision: <br /> 1. The use •will not create an excessive burden on existing parks, schools, streets and <br /> other public facilities and utilities which serve or are proposed to serve the area. <br /> Finding: The open and outdoor storage areas will have no burden on <br /> existing parks, schools, streets and other public facilities. <br /> 2. The use will be sufficiently compatible or separated by distance or screeningfrom <br /> adjacent residentially zoned or used land so that existing homes will not be <br /> depreciated in value and there will be no deterrence to development of vacant <br /> land <br /> Finding: The open and outdoor storage areas will be screened from adjacent <br /> residentially zoned areas along Bronson Dr. by a solid decretive <br /> wall, the Public Works Maintenance building itself, and Salt <br /> Storage shed. Additional screening will include an 8'tall chain- <br /> link fence around the perimeter of the site. Additional screening <br /> will be proved by trees and shrubs. <br /> 3. The structure and site shall have an appearance that will not have an adverse <br /> effect upon adjacent residential properties. <br /> Finding: The proposed Public Works Facility expansion will improve the <br /> appearance of the existing facility. <br /> 4. The use, in the opinion of the City Council, is reasonably related to the overall <br /> needs of the City and to the existing land use. <br /> Finding: The need for open and outdoor storage at the Public Works Facility <br /> is necessary for the operation of the City. <br /> 5. The use is consistent with the purposes of the Zoning Code and the purposes of <br /> the zoning district in which the applicant intends to locate the proposed use. <br /> Finding: The use of open and outdoor storage is consistent with the I-1 <br /> Zoning District, and with City Code, Section 1116.04, Subd 1 <br /> (Open and outdoor storage as an accessory use in the 1-1 District). <br />
