Proclamation Recognizing May 2013 as “Building Safety Month” in the City <br />of Mounds View. <br /> <br />Mayor Flaherty read a proclamation recognizing May 2013 as “Building Safety Month” in the <br />City of Mounds View. <br /> <br />D. Comcast Franchise Renewal Update by Coralie Wilson, Executive Director, <br />NSCC/NSAC. <br /> <br />Coralie Wilson, Executive Director of NSCC/NSAC, presented the Council with a video <br />highlighting the CTV events that took place in the north suburbs over the past year. It was noted <br />CTV received seven national awards in 2012. She then discussed the Comcast franchise renewal <br />in detail stating the current proposal from Comcast would cut all local productions by reducing <br />funding by 90%. She explained that the formal negotiation process has begun to keep the <br />process moving forward. She expressed much frustration with the delays on Comcast’s part. <br />The DTA fee was then explained in detail with the Council. <br /> <br />Council Member Mueller thanked Ms. Wilson for her presentation this evening. She encouraged <br />her to stay strong and fight for the needs of the area. <br /> <br />Mayor Flaherty asked what leverage CTV had at this point. Ms. Wilson stated CTV has the <br />ability to approve or deny the franchise. She explained an extension to the franchise was <br />necessary in order for Comcast to continue operating. <br /> <br />Mayor Flaherty questioned if any market analysis had been completed. Ms. Wilson indicated the <br />value of the public rights-of-way was being evaluated along with the value of a cable channel. <br />She noted Comcast was proposing a 12% rate increase in the coming year. <br /> <br />Mayor Flaherty inquired how services would continue in October if an agreement was not <br />reached. Ms. Wilson stated it was her position that the current contract would be extended until <br />the formal process was finalized. She indicated that once a final agreement was reached it would <br />come before the City for approval. <br /> <br />Mayor Flaherty encouraged Ms. Wilson to continue working through the formal negotiation <br />process as Comcast valued their access to this area. <br /> <br />E. Audit Presentation, Aaron Nielsen, CPA, Principal at MMKR Certified <br />Public Accountants. <br /> <br />Aaron Nielsen, CPA with MMKR, presented the Council with the City’s audit for 2012. He <br />reviewed the Special Purpose Report and Management Report in detail with the Council. A <br />summary of the 2012 financial results were discussed. He noted all new GASB requirements
