Mounds View City Council May 13, 2013 <br />Regular Meeting Page 7 <br /> <br /> <br />E. 7:20 p.m. Public Hearing, Resolution 8092, Consideration of a Conditional <br />Use Permit for North Metro Motors to Operate an Auto Repair Business at <br />2975 County Road 10. <br /> <br />Planning Associate Heller commented that Jacob Marrs with North Metro Motors was requesting <br />a conditional use permit to operate an auto repair business at 2975 County Road 10. It was noted <br />the property was zoned B-3, Highway Business. She indicated the applicant has a purchase <br />agreement for the property, and this would be a second location for the applicant’s auto repair <br />business. <br /> <br />Planning Associate Heller reviewed the plans for the site further noting the building was <br />originally constructed for auto repair. She noted the privacy fence will remain in place to provide <br />screening between the commercial use and residential properties. Staff commented the Planning <br />Commission reviewed this item at their May 1st meeting and recommended the Council approve <br />the conditional use permit with conditions. <br /> <br />Planning Associate Heller read a note from Valerie Amundson, a resident of Mounds View, <br />noting she was pleased to see new businesses coming to the County Highway 10 corridor. Ms. <br />Amundson was concerned with the unnecessary restrictions placed on the new business, which <br />would limit the number of cars that could be parked outdoors overnight as this could hinder the <br />new business. <br /> <br />Mayor Flaherty opened the public hearing at 7:58 p.m. <br /> <br />Jacob Marrs, North Metro Motors, thanked the Council for considering his request this evening. <br /> <br />Council Member Meehlhause asked for clarification on the hours of operation. Mr. Marrs noted <br />he would be open Monday through Saturday and would be closed on Sundays. <br /> <br />Council Member Mueller questioned if part fabrication would be done on site. Mr. Marrs stated <br />bodywork would be completed in Ham Lake and general auto repair would be conducted in <br />Mounds View. <br /> <br />Council Member Mueller inquired if auto sales would take place on this site. Mr. Marrs <br />explained that his auto sales would continue in Ham Lake. <br /> <br />Council Member Mueller asked if the 10-car limit for overnight parking would be a constraint for <br />the business. Mr. Marrs indicated he could make this work, but it may pose a problem at times <br />for his business. <br /> <br />Mayor Flaherty recommended Mr. Marrs be in contact with the City if the restriction was <br />hindering his business. He stated the City was simply trying to guard against a used vehicles lot <br />in the corridor. <br />
