Mounds View City Council September 9, 2013 <br />Regular Meeting Page 2 <br /> <br /> <br />Hearing no public input, Mayor Flaherty closed the public hearing at 7:02 p.m. <br /> <br />Mayor Flaherty requested further information on the solar panels allowed in the City. Planning <br />Associate Heller discussed the process for receiving approval for residential solar panels. <br /> <br />MOTION/SECOND: Mueller/Gunn. To Waive the Second Reading and Adopt Ordinance 883, <br />Renewable Energy Systems and publish the summary. <br /> <br />Council Member Meehlhause thanked Planning Associate Heller and the entire Planning <br />Commission for their work on this Ordinance. <br /> <br />ROLL CALL: Gunn/Hull/Meehlhause/Mueller/ Flaherty. <br /> <br /> Ayes – 5 Nays – 0 Motion carried. <br /> <br />B. Resolution 8148, Establishing Public Meeting Dates for the Proposed General <br />Fund Budget and Property Tax Levy for Fiscal Year 2014 (Truth-In- <br />Taxation). <br /> <br />Finance Director Beer explained the Truth-In -Taxation hearing was a statutory requirement and <br />allowed the Council a public forum to take questions from the public regarding the 2014 tax levy. <br />He recommended this Truth-In-Taxation meeting be held on November 25, 2013 at 6:00 p.m. <br />with a continuation, if necessary, to December 9, 2013. <br /> <br />MOTION/SECOND: Gunn/Meehlhause. To Waive the Reading and Adopt Resolution 8148, <br />Establishing Public Meeting Dates for the Proposed General Fund Budget and Property Tax Levy <br />for Fiscal Year 2014 (Truth-In-Taxation). <br /> <br /> Ayes – 5 Nays – 0 Motion carried. <br /> <br />C. Resolution 8150, Authorization to Approve the Hiring of Police Officers <br />Gregory Randolph and James Stoffel. <br /> <br />Police Chief Kinney requested the Council authorize the hiring of Police Officers Gregory <br />Randolph and James Stoffel. He explained the Police Department had two vacancies at this time <br />and the openings would be filled by the recommended officers. It was noted the officers would <br />begin their service to the City of Mounds View on September 23, 2013. <br /> <br />Council Member Mueller asked if either of the candidates came to the City with previous <br />experience. Police Chief Kinney stated the candidates had reserve officer and community service <br />officer experience. <br /> <br />Council Member Hull asked when the two new officers would be ready for solo patrol. Police <br />Chief Kinney anticipated the officers would complete the 14 week training program by the end of
