To Waive the Reading and Adopt Resolution 8150, <br />Authorization to Approve the Hiring of Police Officers Gregory Randolph and James Stoffel. <br /> <br />Mayor Flaherty thanked Police Chief Kinney and the entire police department for their patience <br />as the department has been short-staffed. <br /> <br /> Ayes – 5 Nays – 0 Motion carried. <br /> <br />D. Resolution 8149, Authorizing Abatement of Nuisance Code Violations at <br />5200 Jeffery Drive. <br /> <br />Inspector Thomas Stepaniak requested the Council authorize the abatement of nuisance code <br />violations for the property at 5200 Jeffrey Drive. <br /> <br />Council Member Mueller thanked staff for the detailed photos. She questioned if the photos <br />were taken on the same day. Inspector Thomas Stepaniak indicated the photos were taken on the <br />same day, within the last three weeks. He commented only minimal changes have been made to <br />the property since the photos were taken. <br /> <br />Mayor Flaherty asked when the property owner at 5200 Jeffery Drive was first notified of the <br />violations on their property. Inspector Stepaniak explained the property owner was first notified <br />in November of 2012. He stated that little effort has been made since that time. <br /> <br />Martha Madison, 5200 Jeffery Drive, commented some of the items of concern have been <br />removed. She indicated she was unable to work on the cleanup but her son was completing the <br />work. She expressed frustration with how the City has handled this matter and noted firewood <br />was allowed to be stored on property in Mounds View. <br /> <br />Lonnie Madison, 5200 Jeffery Drive, explained he was completing the cleanup around his work <br />schedule and the weather. He noted his father had passed away this spring, which has delayed <br />the work. <br /> <br />Mayor Flaherty indicated this property has a great deal of junk in the yard that needed to be <br />cleaned up. He questioned when the property could be cleaned. Mr. Madison anticipated he <br />could have the work done in two weeks. <br /> <br />Inspector Stepaniak stated the abatement was scheduled for next Monday, September 16, 2013. <br /> <br />Mayor Flaherty recommended the Madison family be given two weekends to finish the cleanup <br />and that the property be abated on Monday, September 23, 2013 if the work was not completed <br />as specified by the City. He explained that the abatement expense would be passed along to the <br />property owner. <br />
