Mounds View City Council January 11, 2016 <br />Regular Meeting Page 2 <br /> <br /> <br />Hearing no public input, Mayor Flaherty closed the public hearing at 7:03 p.m. <br /> <br />Council Member Mueller asked if Ms. Smith would be allowed to add a second, third or fourth <br />hive in the future. Assistant City Administrator Crane indicated approval from the Council <br />would allow Ms. Smith to have up to four hives on her property. She noted at this time, Ms. <br />Smith was requesting to have only one hive. <br /> <br />Mayor Flaherty thanked Ms. Smith for assisting the City in drafting a beekeeping Ordinance. He <br />questioned how bees made it through the winter in Minnesota. Ms. Smith described how bees <br />hibernated and protected their queen through the winter months. <br /> <br />MOTION/SECOND: Mueller/Gunn. To Waive the Reading and Adopt Resolution 8499, a <br />Resolution to Consider a Honeybee Keeping License for Kathleen Smith, 7405 Spring Lake <br />Road. <br /> <br /> Ayes – 5 Nays – 0 Motion carried. <br /> <br />B. 7:00 p.m. Public Hearing: First Reading and Introduction of Ordinance 912, <br />an Ordinance Approving the Rezoning of 2408 County Road I from B1, <br />Neighborhood Business, to B2, Limited Business. <br /> <br />City Administrator Ericson stated Julio Punjani, the property owner at 2408 County Road I, has <br />requested a rezoning of the site from B1, Neighborhood Business to B2, Limited Business. He <br />explained this property has operated as a neighborhood convenience store since 1973. He <br />discussed the history of the property and commented the site has been vacant since mid-2015. <br />He reviewed the Comprehensive Plan with regard to this property and noted the proposed <br />rezoning would be consistent. It was noted the applicant has proposed using the site as a liquor <br />store. Staff recommended the Council hold a public hearing, take public comment and introduce <br />Ordinance 912. <br /> <br />Mayor Flaherty opened the public hearing at 7:17 p.m. <br /> <br />Mike Winkel, 7701 Bona Road, supported the B2 rezoning but did not believe a liquor store was <br />a proper fit for this corner given the fact there were three liquor stores within one mile of this <br />location. <br /> <br />Dave Farrell, 7700 Bona Road, agreed another liquor store was not needed at this location. He <br />feared how traffic would increase in and around his neighborhood if a liquor store were to open <br />on this corner. <br /> <br />Leah Hager, 2387 County Road I, did not recommend a liquor store be located at this location. <br />She feared how much trash and loitering would be generated by the patrons visiting this site. <br /> <br />Hearing no further public input, Mayor Flaherty closed the public hearing at 7:19 p.m.
