Mounds View City Council February 8, 2016 <br />Regular Meeting Page 6 <br /> <br />MOTION/SECOND: Meehlhause/Hull. To Waive the Reading and Adopt Resolution 8514, <br />Approve Plans and Specifications and Authorize Advertisement for Bids, SUIP, Area I. <br /> <br />Joe Rhein, Bolton & Menk, stated he was looking forward to working with the City on Area I. <br />He discussed the 21-day clause in further detail and noted this language was already included in <br />the plans and specs. <br /> <br />Acting Mayor Mueller asked if Bolton & Menk would have a representative onsite at all times <br />during the reconstruction of Area I. Mr. Rhein stated this would be the case. <br /> <br />Acting Mayor Mueller questioned if the hotline would still be in place for Area I. Public Works <br />Director Erickson stated the number would be in place and staff would be forwarding this to the <br />homeowners impacted by the Area I improvement project. <br /> <br />Council Member Gunn inquired how long the interceptor project would take. Public Works <br />Director Erickson discussed the project and noted the portion near Hillview would begin in <br />August of 2016. <br /> <br /> Ayes – 4 Nays – 0 Motion carried. <br /> <br />H. Resolution 8512, A Resolution to Consider the City of Mounds View <br />Economic Development Authority Public Financing Policy and Application. <br /> <br />City Administrator Ericson reported the EDA recommended approval of the revised public <br />financing policies and applications. It was explained the proposed revisions would bring the <br />documents up to date. He reviewed the documents further with the Council and recommended <br />approval. <br /> <br />MOTION/SECOND: Hull/Gunn. Resolution 8513, for Approval to Purchase Two Police Interceptor Police <br />Vehicles and Equipment Setup Costs. <br /> <br />Police Chief Kinney requested the Council approve the purchase of two police Interceptor police <br />vehicles and equipment setup costs. He noted he had budgeted $78,000 for the purchase and <br />equipping of these two vehicles in 2016. He explained the 2011 Chevy Tahoe and 2011 <br />Interceptor Sedan would be replaced with the new vehicles. He reported the Tahoe would be <br />repurposed as the City’s PSO vehicle. He recommended $250 from the equipment fund be used <br />to cover the remainder of the expenses for the two vehicles. <br /> <br />Acting Mayor Mueller asked if the equipment and supplies expenses included dash cameras on
