Mounds View City Council March 14, 2016
Regular Meeting Page 6

Council Member Mueller questioned what size of a building staff was requesting. Public Works
Director Erickson explained he was proposing a building size between Plan A and Plan B, which
would be a 13-year plan.

Council Member Mueller expressed concern with how the City would bond for this project
knowing that the size of the building was not increasing that much. She feared that the 15-year
plan was not the proper plan for the City.

Council Member Meehlhause supported the 15-year plan as proposed by staff. He did not
believe the Council would be able to clearly project its Public Works needs 30 years out. He
commented that if garage space had to be added on in the future, this would be relatively
inexpensive. He believed the first challenge for this building would be identifying where the
building will go and if the building placement would allow for expansion. He discussed his
previous experience with plant expansions with Deluxe Corporation.

Council Member Hull asked why the sustainability measures were not a part of the RFP. Public
Works Director Erickson reported the sustainability measures were a part of the RFP and
explained the building would be designed to hold solar panels. He noted there was a firm that
worked with Xcel Energy on building design to address greater energy efficiencies.

Mayor Flaherty reviewed the project scope within the RFP. He reviewed several grammatical
changes within the proposal language. He requested that the building plans account for future
expansion.

MOTION/SECOND: Meehlhause/Gunn. To Waive the Reading and Adopt Resolution 8533,
Approve Public Works Facility Design Services Request for Proposals and Authorize
Advertisement.

Ayes – 5 Nays – 0 Motion carried.

F. Resolution 8534, Approve Additional Funding for Mounds View Community
Center Gym Floor Refinishing.

Public Works Director Erickson requested the Council approve additional funding for the
Mounds View Community Center gym floor refinishing. He discussed the new lines and logo
that would be placed on the gym floor and would cost $7,500.

MOTION/SECOND: Mueller/Meehlhause. To Waive the Reading and Adopt Resolution 8534,
Approve Additional Funding for Mounds View Community Center Gym Floor Refinishing.

Council Member Mueller thanked staff for working with the contractor to get the new logo into
the Community Center gym floor. She believed this would be a nice addition to the floor.

Ayes – 5 Nays – 0 Motion carried.
