Mounds View City Council April 11, 2016 <br />Regular Meeting Page 10 <br /> <br />study would take more than six months to complete. <br /> <br />Council Member Gunn supported the moratorium at one-year given the level of conversation that <br />would have to be held with the Planning Commission regarding the zoning issues. City <br />Administrator Ericson reported staff would not want the moratorium in place any longer than <br />was necessary. It was noted the moratorium could be repealed at any time once put in place. For <br />this reason, the Council could support a one-year moratorium. <br /> <br />Mayor Flaherty had no problem with the moratorium, except for the pending liquor license <br />request. He stated the Council knew full well when that property was rezoned, a liquor store was <br />possible. He recommended that the applicant be given 60 days to reapply. <br /> <br />Council Member Gunn supported this suggestion. <br /> <br />Council Member Mueller wanted to see a six-month moratorium effective May 15th. <br /> <br />Mayor Flaherty feared that the City would receive additional requests prior to May 15th. He also <br />wanted to see the pending request allowed 60 days to finish application. <br /> <br />Council Member Mueller commented the City Council could not control the free market. She <br />explained her eyes were opened when staff provided the City Council with the State Statutes <br />addressing the proper number of liquor licenses for a City the City of Mounds View. For this <br />reason, she wanted to see the study completed as this would provide the Council with valuable <br />information on how to handle liquor licenses in the future. She recommended a six-month <br />moratorium be put in place effective May 15 th. <br /> <br />Council Member Gunn did not believe the pending application needed 60 days to be considered. <br /> <br />Mayor Flaherty questioned if the Council agreed to consider the pending liquor license <br />application. <br /> <br />Council Member Hull indicated the Council had to consider this request. <br /> <br />Council Member Meehlhause suggested a compromise of 45 days to consider the pending <br />applicants liquor license request. <br /> <br />Finance Director Beer explained property taxes were due May 15th. This meant that if the <br />applicant took longer than one month to receive approval, the applicant would also be <br />responsible for the first half of 2016 property taxes in order to remain in compliance with <br />Mounds View City Code. He reiterated that the proposed request would only approve a liquor <br />license through June 30th of 2016. He indicated the property owner would have to remain current <br />on the property taxes in order for another liquor license to be approved. <br /> <br />MOTION/SECOND: Mueller/Meehlhause.
