Mounds View City Council April 11, 2016 <br />Regular Meeting Page 11 <br /> <br />Licenses in the City of Mounds View, effective May 15, 2016 through November 15, 2016. <br /> <br />Council Member Hull reviewed stats from Ramsey County and Anoka County in terms of liquor <br />store density. He indicated most communities have 1.8 liquor stores per 10,000 people. He <br />stated if the City were to approve another liquor store, Mounds View would have 3.3 liquor <br />stores were 10,000 people. It was his opinion the City did not need another liquor store. He <br />believed the proposed moratorium would assist the Council in addressing a quality of life issue. <br /> <br />Council Member Gunn looked forward to addressing this concern during the moratorium, but <br />also wanted to discuss how brew pubs would be viewed under City Code. <br /> <br />Council Member Meehlhause explained that some communities have municipal owned liquor <br />stores. <br /> <br /> Ayes – 4 Nays – 1 (Flaherty opposed) Motion carried. <br /> <br />G. Resolution 8549, Accept MDH Source Water Protection Grant. <br /> <br />Public Works Director Erickson requested the Council accept the MDH Source Water Protection <br />Grant. He noted staff applied for this grant last September and would assist with water <br />protection and education efforts in the City. He indicated the City would be contracting this <br />work with Barr Engineering. <br /> <br />Council Member Meehlhause discussed a recent newspaper article he read regarding <br />contaminated water and asked if Mounds View would ever have this concern. Public Works <br />Director Erickson explained the cities with contaminated water was due to improper treatment <br />chemicals or due to lead service pipes. <br /> <br />Council Member Mueller asked if there were certain years that lead based pipes were used to <br />supply drinking water to homes. Public Works Director Erickson commented this was the case <br />but he was uncertain of the years. He explained lead based pipes were no longer allowed. <br /> <br />Mayor Flaherty asked if the grant would assist in verifying the City’s aquifer was safe. Public <br />Works Director Erickson noted the Department of Health had tested the City’s aquifer recently <br />given the concerns New Brighton was having with their water. He explained the grant would <br />assist with long-term maintenance of the City’s water. <br /> <br />MOTION/SECOND: Hull/Gunn.
