Mounds View City Council April 11, 2016 <br />Regular Meeting Page 5 <br /> <br />reduced to 8%, which brought the cost for the project down to $201,340.99. He described the <br />improvements that would be made along County Road I and recommended the Council approve <br />the cost share agreement with Ramsey County. <br /> <br />Mayor Flaherty requested further information on the engineering fees. Kathy Jaschke, Ramsey <br />County Project Manager, explained typically the County charges 12% for engineering and 12% <br />for design fees. She stated that on most projects the County spent close to 30% for these items. <br />However, signal design was much less detailed and therefore the fees could be reduced to 8%. <br /> <br />Mayor Flaherty questioned why it has taken 30 years to get this temporary signage replaced. Ms. <br />Jaschke reported this item has been a low priority for both the City and the County. She <br />indicated that once the concrete was slated for replacement the County believed that now was the <br />time to make the temporary signal permanent. <br /> <br />Mayor Flaherty asked when the project would be completed. Ms. Jaschke noted the project was <br />scheduled to be completed during the summer of 2016. She reported she would have more <br />details on the construction timeline after a preconstruction conference was held with the <br />contractor. <br /> <br />Mayor Flaherty discussed the work that was being conducted by the City, County and Met <br />Council in and around County Road I this summer. <br /> <br />Council Member Mueller asked if the signal posts would be yellow and green. Ms. Jaschke <br />reported the posts would be galvanized to avoid rust. <br /> <br />Mayor Flaherty explained the City had a number of light signals that were in need of repainting <br />due to lead based paint. He commented on the high price to do this work and requested the <br />County provide assistance with this work. Ms. Jaschke would bring this concern back to the <br />County. <br /> <br />Council Member Mueller questioned how the parade route would be impacted given the high <br />level of road construction around County Road I. Public Works Director Erickson indicated the <br />parade route could remain as is due to the fact the road construction would occur north of County <br />Road I. <br /> <br />Council Member Meehlhause asked if County Road I would be shut down at any time during <br />construction. Ms. Jaschke stated this roadway would not be closed. <br /> <br />Mayor Flaherty recalled the Council had budgeted $125,000 for this project. He questioned <br />where the additional funds would come from to cover the additional expense of this project. <br />Finance Director Beer indicated the County Road H bridge came in under budget by $60,000, <br />which would be used to cover this overage. <br /> <br />MOTION/SECOND: Gunn/Meehlhause.
