Mounds View City Council April 25, 2016 <br />Regular Meeting Page 11 <br /> <br /> <br />Council Member Gunn indicated she attended the Wizard of Oz production at Pinewood <br />Elementary School. <br /> <br />Council Member Gunn reported the robotics team would be leaving for St. Louis on Wednesday, <br />April 27th for the National Championship. <br /> <br />Council Member Gunn stated after 41 years of service to the Mounds View Public Schools, <br />School District Superintendent Dan Hooverman would be retiring. She explained an Open <br />House would be held on Tuesday, May 24th from 3:30 to 6:30 p.m. at Chippewa Middle School <br />for Superintendent Hooverman. She wished Mr. Hooverman well in his retirement and thanked <br />him for a job well done. <br /> <br />Council Member Mueller thanked Mr. Hooverman for his 41 years of service to the Mounds <br />View School District. She also thanked Fire Chief Zikmund for his 35 years of service to the <br />community on the SBM Fire Department. <br /> <br />Council Member Mueller thanked Police Chief Kinney for his 31 years of service to the Mounds <br />View Police Department. She noted there would be a coffee and cake reception at City Hall for <br />Police Chief Kinney on Friday, April 29th from 1:00 p.m. to 2:30 p.m. <br /> <br />Council Member Mueller indicated Festival in the Park had a garden plant sale this spring. She <br />explained plants would be available for pick up on Friday, May 6th from 4:00 to 6:00 p.m. at the <br />Public Works Building. It was noted the next Festival in the Park Committee meeting would be <br />held on Tuesday, May 17th at 7:00 p.m. at City Hall. <br /> <br />Council Member Mueller reported the next League of Minnesota Cities Board meeting would be <br />held on Thursday, May 19th and the Finance Committee would be meeting on Wednesday, May <br />25th. She anticipated the LMCIT would be raising their rates 2.5% to 3% in 2017. <br /> <br />Council Member Mueller provided comment on several legislative issues that were being <br />discussed by the House that impacted Mounds View residents. She indicated Minnesota had a <br />limited amount of time to become compliant with the Real ID. She stated no progress had been <br />made on the transportation bill. She anticipated police body camera legislation would be <br />approved in this session after the data practice regulations were set. She noted no discussions <br />have been held regarding stormwater or fresh water infrastructure. <br /> <br />Council Member Mueller commented small wireless towers were being pushed and further <br />decisions would have to be made regarding this topic. She hoped that the language regarding the <br />sales tax exemption for cities and JPA’s would be cleaned up this session. She anticipated LGA <br />reformation would continue, along with TIF law. She stated there was a movement to remove <br />the cabin classification on property taxes to increase funding for schools. She indicated cities <br />would have to review their permitting process and code requirements to consider allowing tiny <br />houses within the community. <br />
