Proclamation for Chief Nyle Zikmund. <br /> <br />Mayor Flaherty read a proclamation in full for the record recognizing Nyle Zikmund for his 35 <br />years of dedicated service to the SBM Fire Department. A round of applause was offered by all <br />in attendance. <br /> <br />Fire Chief Zikmund thanked his sister, wife and other family members for being present. He <br />appreciated working with the City of Mounds View and stated it has been a joy to work with this <br />City Council. <br /> <br />Mayor Flaherty thanked Fire Chief Zikmund for all he has done for the community and wished <br />him well in his retirement. <br /> <br />Council Member Mueller was proud of the training and safety program that was developed by the <br />SBM Fire Department and noted this program was now used as a training platform across the <br />United States for fire prevention, suppression and safety. <br /> <br /> C. 2015 Audit Presentation by Aaron Nielsen, CPA Principal MMKR. <br /> <br />Aaron Nielsen, CPA Principal MMKR, reviewed the 2015 audit and management report in detail <br />with the City Council. He described his findings noting the City received an unmodified opinion <br />from MMKR. The only concern he had was with the segregation of duties, but noted this was <br />due to the size of the City and its Finance Department. Discussion ensued regarding the payment <br />of invoices in a timely manner. <br /> <br />Mr. Nielson discussed the City’s fund balances and reviewed the timing of the City’s capital <br />outlays. He described the GASB changes that occurred in the previous year. He was pleased to <br />report the City’s debt service has been below the State average. General fund revenues, <br />expenditures and enterprise fund balances were then reviewed. He explained the City came in <br />under budget in 2015. He commented on the statement of net activities for the City and <br />requested questions or comments from the Council. <br /> <br />Council Member Meehlhause commented on the swings that occurred in the tax levy and City <br />revenues in 2015. <br /> <br />Mayor Flaherty thanked Mr. Nielsen for this thorough report and noted all of the information <br />presented would be available on the City’s website. <br /> <br /> D. Resolution 8558 in Support of the Ramsey County “Start By Believing” <br />Community Initiative. <br /> <br />City Administrator Ericson requested the Council support the Ramsey County “Start By <br />Believing” Community Initiative. He explained this was a national initiative that was working to <br />improve the response to sexual violence survivors. He indicated the primary purpose for the
