Mounds View City Council June 27, 2016 <br />Regular Meeting Page 3 <br /> <br /> <br />ROLL CALL: Gunn/Hull/Meehlhause/Mueller/ Flaherty. <br /> <br /> Ayes – 5 Nays – 0 Motion carried. <br /> <br />B. 7:00 p.m. Public Hearing: Resolution 8601, a Resolution to Approve a <br />Temporary On-Sale 3.2 Malt Liquor License for the Mounds View Festival <br />in the Park Committee to Allow Ole Piper Inn to Serve 3.2 Malt Liquor <br />during the August 20, 2016, Mounds View Festival in the Park. <br /> <br />Assistant City Administrator Crane requested the Council consider approving a temporary on- <br />sale 3.2 Malt Liquor license for the Mounds View Festival in the Park. She explained Ole Piper <br />Inn would be serving the 3.2 malt liquor in the beer garden on August 20th. She reported all <br />application materials have been submitted and only the criminal background check remained. <br />Staff recommended approval of the request contingent upon a satisfactory criminal background <br />check. <br /> <br />Mayor Flaherty opened the public hearing at 7:34 p.m. <br /> <br />Hearing no public input, Mayor Flaherty closed the public hearing at 7:35 p.m. <br /> <br />Mayor Flaherty asked if Mr. Spitzley had experience serving at these types of events. Paul <br />Spitzley, Ole Piper Inn, reported he had experience serving 3.2 malt liquor at softball <br />tournaments in the past. <br /> <br />Council Member Mueller questioned what method would be used to ensure no minors were <br />served at Festival in the Park. Mr. Spitzley stated wrist bands would be placed on individuals <br />that have been carded and were of age. He indicated minors would be allowed in the beer garden <br />and could be served water or soda. <br /> <br />Council Member Mueller inquired what hours the beer garden would be open. Theresa Cermak, <br />Festival in the Park Committee President, stated the beer garden would be open from 12:00 p.m. <br />to 9:40 p.m. <br /> <br />MOTION/SECOND: Mueller/Hull. To Waive the Reading and Adopt Resolution 8601, a <br />Resolution to Approve a Temporary On-Sale 3.2 Malt Liquor License for the Mounds View <br />Festival in the Park Committee to Allow Ole Piper Inn to Serve 3.2 Malt Liquor during the <br />August 20, 2016, Mounds View Festival in the Park, contingent upon a satisfactory criminal <br />background check. <br /> <br /> Ayes – 5 Nays – 0 Motion carried. <br /> <br />C. Resolution 8600, Approve RCWD 2016 Urban Stormwater Remediation <br />Cost-Share Agreement. <br />
