Mounds View City Council June 27, 2016 <br />Regular Meeting Page 4 <br /> <br />Public Works Director Erickson requested the Council consider approving the RCWD 2016 <br />Urban Stormwater Remediation Cost-Share Agreement. He indicated the City received $19,292 <br />in a grant to assist with correcting a stormwater issue on Tom Field’s property. <br /> <br />Council Member Mueller asked Director Erickson how Bolton & Menk was chosen to work on <br />the grant application. Public Works Director Erickson reported he completed the grant <br />application and simply referred to Bolton & Menk for several questions that were of a time- <br />sensitive nature. <br /> <br />Council Member Mueller requested staff pass along her thanks to Bolton & Menk for their <br />assistance in this grant. <br /> <br />MOTION/SECOND: Meehlhause/Gunn. To Waive the Reading and Adopt Resolution 8600, <br />Approve RCWD 2016 Urban Stormwater Remediation Cost-Share Agreement. <br /> <br /> Ayes – 5 Nays – 0 Motion carried. <br /> <br />D. Second Reading and Adoption of Ordinance 919, an Ordinance Amending <br />Chapter 1008 of the Mounds View Municipal Code Regarding Dynamic <br />Display Signs (ROLL CALL VOTE). <br /> <br />City Planner Sevald requested the Council approve the adoption of Ordinance 919, which would <br />amend Chapter 1008 of the Mounds View Municipal Code regarding dynamic display signs. He <br />noted dynamic display signs were permitted in the City’s business districts, but were restricted in <br />the R-1 zoning district. He indicated the proposed amendment would permit full-color dynamic <br />display signs at churches and institutional uses in the R-1 zoning district. <br /> <br />Council Member Mueller reported the number of lumens would still be limited for the dynamic <br />display signs. City Planner Sevald reported this was the case. <br /> <br />MOTION/SECOND: Hull/Gunn. To Waive the Second Reading and Adopt Ordinance 919, an <br />Ordinance Amending Chapter 1008 of the Mounds View Municipal Code Regarding Dynamic <br />Display Signs. <br /> <br />ROLL CALL: Gunn/Hull/Meehlhause/Mueller/ Flaherty. <br /> <br /> Ayes – 5 Nays – 0 Motion carried. <br /> <br />E. Resolution 8602, Approving the Hire of Nathaniel Harder to the Position of <br />Mounds View Police Chief. <br /> <br />Assistant City Administrator Crane reported former Police Chief Kinney retired on April 29, <br />2016. She explained an interim police chief was appointed, which was Deputy Chief Steve <br />Menard. She reviewed the recruitment and hiring process that was followed for the hiring of a <br />new Police Chief. It was noted staff received 21 applications for the position and with the
