Mounds View City Council July 14, 2014 <br />Regular Meeting Page 2 <br /> <br />Council Member Mueller commended the department for their safety measures. She explained <br />that Fire Chief Zikmund had recently been working with the League of Minnesota Cities <br />discussing the department’s safety record and low worker’s compensation cases. Fire Chief <br />Zikmund explained he had worked with retired Police Officer Rob Bo on a loss reduction <br />workshop for the League of Minnesota Cities. He commented he was also partnering with the <br />Minnesota Department of Health on an air-intake study. <br /> <br />Council Member Mueller asked who could be a part of the Fire Core. Fire Chief Zikmund <br />explained that any able bodied member of the community could join the Fire Core. He reported <br />the average age of the Fire Core was 50. <br /> <br />Mayor Flaherty requested further information on the location of the department’s fire stations. <br />Fire Chief Zikmund reviewed the location of each fire station and the number of volunteers <br />located at each station. <br /> <br />Mayor Flaherty questioned the response time to emergency calls for the fire department. Fire <br />Chief Zikmund indicated the fire department responded to calls during the day in six minutes and <br />in seven and half minutes with volunteers. <br /> <br />Council Member Meehlhause commented the Centennial Fire Department may be separating. <br />He asked if Fire Chief Zikmund had considered adding Lexington and Circle Pines to the joint <br />department. Fire Chief Zikmund indicated he had been contacted by the Centennial Fire <br />Department and he was hopeful the cities would be able to resolve their issues. He explained <br />that his department would not be willing to discuss a merger until their department had fully <br />dissolved. <br /> <br />Mayor Flaherty thanked Fire Chief Zikmund for his dedicated leadership to the City of Mounds <br />View and its residents. He looked forward to discussing the 2015 budget in further detail with <br />the Chief at a future meeting. He recommended the department publish the Annual Report to <br />their website. <br /> <br />7. COUNCIL BUSINESS <br />A. 7:00 p.m. Public Hearing to Receive Public Input and Pass Upon Resolution <br />8277 Adopting a Special Assessment Levy for Unpaid Administrative Offense <br />Charges and Nuisance Abatement Charges. <br /> <br />Finance Director Mark Beer commented the City Charter requires 30-day notice for special <br />assessments prior to the amount being levied against a resident. He reported a $35 fee would <br />also be added to the assessment amount for administrative fees. He requested the Council hold a <br />public hearing, take comments and adopt a Special Assessment levy for unpaid administrative <br />offense charges and nuisance abatement charges. <br /> <br />Mayor Flaherty opened the public hearing at 7:38 p.m. <br /> <br />Hearing no public input, Mayor Flaherty closed the public hearing at 7:38 p.m.
