Mounds View City Council July 14, 2014 <br />Regular Meeting Page 8 <br /> <br /> <br />Project Coordinator Stenglein explained a pipe along the east side of Pinewood Elementary was <br />in need of repair. He commented the pipe was originally installed in the mid 90’s. He reviewed <br />several photographs with the Council and indicated the City wanted to have this project <br />completed prior to the start of the school year. Staff reviewed the expense for the project and <br />recommended the Council approve a construction contract with Dave Perkins Contracting with a <br />15% contingency for the Pinewood Storm Sewer repair project. <br /> <br />Council Member Meehlhause asked if the storm water projects being deferred in 2014 were <br />critical. Project Coordinator Stenglein explained this was not the case. <br /> <br />Mayor Flaherty questioned if the 15% contingency was necessary. Project Coordinator Stenglein <br />explained that additional expenses may be necessary to restore the area and will not be known <br />until after the pipe has been removed. <br /> <br />MOTION/SECOND: Gunn/Hull. To Waive the Reading and Adopt Resolution 8280, <br />Approving Construction Contract with Dave Perkins Contracting, Inc. for the 2014 Belle Lane – <br />Pinewood Storm Sewer Repair Project. <br /> <br />Mayor Flaherty commended staff for maintaining the City’s fund balances through the proposed <br />project. <br /> <br /> Ayes – 5 Nays – 0 Motion carried. <br /> <br />H. Resolution 8281, Authorizing Stantec Consulting Services, Inc. to Perform <br />Professional Engineering Design Services and Prepare Bidding Documents <br />for Area H of the Street and Utility Improvement Program. <br /> <br />Public Works Director DeBar reported Area H of the Street and Utility Improvement Program <br />would be completed in 2015. He commented Arden Avenue and Groveland Road were the two <br />non-standard streets in this area as each had State-Aid status. He indicated staff solicited a bid <br />from Stantec to perform engineering design services. He discussed the efficiencies of using <br />Stantec for this project and noted the expense for Area H would be $319,500, which would cover <br />both design and construction. It was noted that this estimate also included some design work for <br />Area I. <br /> <br />Council Member Mueller was excited that the streets in her neighborhood would finally be <br />completed. She questioned if the property on the west side of Groveland Park would remain a <br />wetland. Public Works Director DeBar commented this was the case and believed stormwater <br />would continue to drain into this area. <br /> <br />Council Member Mueller expressed concern with pedestrian safety with the parking along <br />Groveland Avenue and Ardan Avenue on game days. Public Works Director DeBar explained <br />off-street parking surrounding Groveland Park would be similar to the parking at Hillview Park. <br />
