Mounds View City Council July 28, 2014 <br />Regular Meeting Page 2 <br /> <br /> <br />Mayor Flaherty thanked Ms. Jackson for her report and for her dedication to this important public <br />asset. <br /> <br />7. COUNCIL BUSINESS <br />A. 7:00 p.m. Public Hearing, Resolution 8283, Approving a Development <br />Review & Developer’s Agreement for new construction on vacant land on <br />County Road 10, west of Woodale Drive; Developer: Build to Suit, Inc. for <br />BioLife Plasma Services. <br /> <br />Planning Associate Heller stated that BioLife Plasma Services has been located in Mounds View <br />for several years and is currently leasing space at 2222 Woodale Drive, in the Mounds View <br />Business Park. She reported BioLife now wants their own building and have a purchase <br />agreement to buy the vacant land on the east side of the Mounds View Motors car dealership on <br />County Road 10. Multi-Tech is the owner of the vacant land. Build to Suit, Inc. is the developer <br />for this site and is requesting a development review for a new 16,692 square foot building to be <br />built on the south side of the site, fronting County Road 10. <br /> <br />Planning Associate Heller explained that BioLife will be creating two lots from the land they are <br />purchasing and will sell the north lot in the future. A major subdivision application will be <br />submitted in the coming weeks. A new building will allow the company to continue its success in <br />Mounds View and the north metro. She estimated that construction would take seven to nine <br />months. She anticipated that BioLife would move their existing sign to the new location. She <br />discussed the landscaping and grading plan. Staff reviewed the plans in detail with the Council <br />and explained the Planning Commission recommended approval of Resolution 1011-14, which <br />approves the plans submitted by Build to Suit, Inc. for a new 16,692 square foot building for a <br />BioLife Plasma Services facility at their July 16, 2014 meeting. <br /> <br />Mayor Flaherty opened the public hearing at 7:28 p.m. <br /> <br />Beth Johnson, 2287 County Road H2, expressed concern with the water runoff and grading of the <br />site. She discussed the flooding that currently occurred on her property. She recommended that <br />permeable surfaces be considered. She requested clarification on where the building and access <br />drive would be placed on the site. Planning Associate Heller reviewed the location of the <br />building and proposed access road. <br /> <br />Jason Harder, Build to Suit, discussed the stormwater management plan noting the water from <br />this site tended to flow towards Highway 10. He noted his grading plan would keep the water <br />flowing in this direction towards the drainage pond. He explained that no water would flow <br />north towards the adjacent homes. <br /> <br />Jim Lyons, 2279 County Road H2, discussed the water issues he had on his property. <br /> <br />Hearing no further public input, Mayor Flaherty closed the public hearing at 7:36 p.m. <br />
