Mounds View City Council August 25, 2014 <br />Regular Meeting Page 2 <br /> <br />Council Member Mueller thanked all who were able to participate in the Festival in the Park Car <br />Show. She presented Gary Lindburg of Anoka with a Class 700 trophy for his 1970 Mach 1 <br />Mustang. <br /> <br />Mayor Flaherty presented the Mayor’s Choice Award to James Watka, former Mounds View <br />resident, for his 1972 Mach 1 Mustang. <br /> <br />7. COUNCIL BUSINESS <br />A. Resolution 8285, Approving the Final Plat for Longview Estates. <br /> <br />Planning Associate Heller reviewed the Final Plat for Longview Estates with the Council and <br />recommended approval. She noted a $12,000 park dedication fee would be paid by Mr. Harstad <br />prior to the Final Plat being recorded with the County. <br /> <br />Council Member Mueller asked if the applicant had received final approval from the Rice Creek <br />Watershed. Planning Associate Heller stated all approvals have been received from the <br />watershed district. <br /> <br />MOTION/SECOND: Gunn/Mueller. To Waive the Reading and Adopt Resolution 8285, <br />Approving the Final Plat for Longview Estates. <br /> <br /> Ayes – 5 Nays – 0 Motion carried. <br /> <br />B. Second Reading of Ordinance 890, Amending Section 701.04, subd. 8a of the <br />Mounds View City Code, Revising Kennel Licensing Requirements. <br /> <br />City Administrator Ericson reviewed an Ordinance that would revise the kennel licensing <br />requirements in the City of Mounds View. He noted the petition requirement for kennel licenses <br />was being eliminated and a public hearing would be held instead. He explained the Ordinance <br />was introduced at the August 11th Council meeting. Staff recommended the Council waive the <br />Second Reading and adopt Ordinance 890. <br /> <br />MOTION/SECOND: Mueller/Hull. To Waive the Second Reading and Adopt Ordinance 890, <br />Amending Section 701.04, subd. 8a of the Mounds View City Code, Revising Kennel Licensing <br />Requirements and direct staff to publish the Ordinance summary. <br /> <br />ROLL CALL: Gunn/Hull/Meehlhause/Mueller/ Flaherty. <br /> <br /> Ayes – 5 Nays – 0 Motion carried. <br /> <br />C. Resolution 8291, Adopting a Special Assessment Levy for Private <br />Improvements in Area G of the Street and Utility Improvement Program. <br /> <br />Finance Director Beer stated the City has allowed homeowners to levy for private improvements <br />in conjunction with the Street and Utility Improvement Program.
