Resolution 8298, Approving a Preliminary Levy and General Fund Budget <br />for 2015. <br /> <br />Finance Director Beer reviewed the preliminary levy and general fund budget for 2015 in detail <br />with the Council. It was noted the largest levy increase that could be approved by the Council <br />would be 3.4%. Staff recommended the Council approve a 2% levy increase for 2015. He <br />explained the Council had to adopt the preliminary levy and have it certified with Ramsey <br />County by September 30, 2014. <br /> <br />MOTION/SECOND: Meehlhause/Hull. To Waive the Reading and Adopt Resolution 8298, <br />Approving a Preliminary Levy and General Fund Budget for 2015. <br /> <br />Council Member Meehlhause supported the proposed budget and was pleased that property <br />values in Ramsey County were on the rise. He requested the Council discuss the Special Projects <br />Fund in further detail at a future work session meeting. <br /> <br /> Ayes – 3 Nays – 0 Motion carried. <br /> <br /> <br />G. Resolution 8297, Setting a date for Truth in Taxation Meeting and <br />Continuation Meeting. <br /> <br />Finance Director Beer requested the Council set a date for the Truth in Taxation meeting for <br />December 1, 2014 at 7:00 p.m. and allow for continuation to the December 8, 2014 City Council <br />meeting. <br /> <br />MOTION/SECOND: Mueller/Meehlhause. To Waive the Reading and Adopt Resolution 8297, <br />Setting a date for Truth in Taxation Meeting and Continuation Meeting. <br /> <br /> Ayes – 3 Nays – 0 Motion carried. <br /> <br />H. First Reading and Introduction of Ordinance 891, an Ordinance Amending <br />Chapter 603 of the Mounds View City Code, Relating to Garbage and <br />Recycling Collection. <br /> <br />City Administrator Ericson stated the Council has been discussing garbage and recycling <br />collection since May. He indicated Mounds View was one of the last communities in Ramsey <br />County that does not have organized collection for recyclables. Staff reviewed the changes <br />proposed to City Code regarding garbage and recycling and recommended the Council introduce <br />Ordinance 891. <br /> <br />Council Member Meehlhause questioned how the City would be monitoring recycling <br />participation as stated within the Ordinance. City Administrator Ericson explained this language
