Mounds View City Council March 10, 2014 <br />Regular Meeting Page 2 <br /> <br />Mayor Flaherty agreed and thanked Gary Stevenson for all of his efforts to the community. <br /> <br />Council Member Mueller requested staff invite Mr. Stevenson to attend this year’s Festival in the <br />Park celebration as he would be invited to be the Grand Marshal in the parade. <br /> <br />MOTION/SECOND: Meehlhause/Mueller. To Adopt Resolution 8221, Appointing the 2013 <br />Citizen of the Year. <br /> <br /> Ayes – 5 Nays – 0 Motion carried. <br /> <br />B. Resolution 8222, Approving the Job Description, Salary Compensation and <br />Authorization to Advertise for the Public Works Project Coordinator <br />Position. <br /> <br />Assistant City Administrator Crane explained that Public Works Director DeBar has been <br />working to restructure the Public Works Department to increase the efficiency and effectiveness <br />of this department. After the restructuring work was completed, staff found the need for a new <br />position. She reviewed the job description and salary compensation in detail with the Council <br />and requested authorization to advertise for a Public Works Project Coordinator Position. <br /> <br />Mayor Flaherty supported the Public Works restructuring process and the new position. He <br />asked if the City had funding available to cover this position. Finance Director Beer explained <br />the expense would be spread across several funds and would require a budget adjustment once a <br />salary was defined. <br /> <br />Council Member Hull questioned if the City had considered contracting this position out. Public <br />Works Director DeBar stated it was determined a person was needed internally to work with staff <br />on capital improving and City programs. <br /> <br />MOTION/SECOND: Mueller/Gunn. To Waive the Reading and Adopt Resolution 8222, <br />Approving the Job Description, Salary Compensation and Authorization to Advertise for the <br />Public Works Project Coordinator Position. <br /> <br />Council Member Meehlhause supported staff’s recommendation and respected Public Work <br />Director DeBar’s request for another staff member understanding that staffing needs for the City <br />had changed. <br /> <br /> Ayes – 4 Nays – 1 (Hull) Motion carried. <br /> <br />C. Resolution 8223, Approving the Wellhead Protection Plan. <br /> <br />Public Works Director DeBar stated that in accordance with Minnesota State Statute all public <br />water supplies are required to complete a Wellhead Protection Plan. He explained that this <br />unfunded mandate came into effect in 2009. He reviewed the City’s Wellhead Protection Plan, <br />Parts I and II, in detail with the Council.
