Mounds View City Council November 23, 2015 <br />Regular Meeting Page 2 <br /> <br />He discussed the appeal request from Brentley Zaier at 2090 Oakwood Drive in detail with the <br />Council. There was concern with the additional maintenance required with the infiltration basin. <br />Staff requested the Council take comments from the public and uphold the recommendation of <br />denial of the appeal. <br /> <br />Council Member Mueller questioned where the proposed infiltration basin was on Mr. Zaier’s <br />property. Public Works Director Erickson described the location of the proposed infiltration <br />basin noting it would have a one-foot grade over a four-foot distance. <br /> <br />Council Member Mueller asked if the City had any wiggle room with the number of infiltration <br />basins that were needed for Area I. Public Works Director Erickson stated the number of <br />infiltration basins was recommended by Bolton & Menk, but noted there was a little bit of wiggle <br />room. He indicated the City could put the property at 2090 Oakwood Drive at the bottom of the <br />priority list. <br /> <br />Mayor Flaherty discussed the reason the City had to install infiltration basins and the increased <br />costs the City would have to incur if the infiltration basins were not installed. <br /> <br />MOTION/SECOND: Meehlhause/Hull. Approving the Denial of Stormwater Infiltration <br />Program Appeal #33 for the property at 2090 Oakwood Drive within Area I of the Street and <br />Utility Improvement Program. <br /> <br /> Ayes – 4 Nays – 1 (Mueller opposed) Motion carried. <br /> <br />Public Works Director Erickson discussed the appeal request from 2193 Terrace Drive in detail <br />with the Council. There was concern with the additional maintenance required with the <br />infiltration basin. He reported the City would design around the existing landscaping on the <br />property. Staff requested the Council take comments from the public and uphold the <br />recommendation of denial of the appeal. <br /> <br />John Holan, 2193 Terrace Drive, explained he was not a big fan of infiltration basins. <br /> <br />Mayor Flaherty explained why the City had to install infiltration basins noting this was the most <br />economic and least intrusive way for the City to manage stormwater. <br /> <br />MOTION/SECOND: Hull/Gunn. Approving the Denial of Stormwater Infiltration Program <br />Appeal #76 for the property at 2193 Terrace Drive within Area I of the Street and Utility <br />Improvement Program. <br /> <br />Council Member Hull requested the infiltration basin on this property also be moved to the <br />bottom of the priority list. <br /> <br />Mayor Flaherty thanked the residents who put in an appeal for engaging in a conversation with <br />the City and its staff. <br />
