Mounds View City Council June 22, 2015 <br />Regular Meeting Page 3 <br /> <br />illegally for quite some time. He believed that the City Ordinance should not be changed for one <br />person. He recommended that the entire City be polled regarding this matter. <br /> <br />Mayor Flaherty clarified that this was not the first meeting the City has had regarding chickens. <br />He explained that a number of residents have come forward in support of chickens in Mounds <br />View. He commented that the Council was making a Code amendment for all residents in the <br />City. <br /> <br />Mr. Jones believed that this Ordinance could adversely impact the City and housing property <br />values. He explained that he has lived in Mounds View since 1962 and he did not want his <br />neighbors to have chickens due to the smell and noise that would be created. <br /> <br />Hearing no further public input, Mayor Flaherty closed the public hearing at 7:39 p.m. <br /> <br />Council Member Mueller discussed a letter received from a landlord recommending that <br />chickens not be allowed on rental properties. She reported that the proposed Code amendment <br />would address this concern and rental properties would not be allowed to keep chickens. She <br />reported that she supported the changing needs in the community and recommended that the <br />Council adopt Ordinance 903. <br /> <br />Council Member Gunn noted that several neighboring communities have already adopted urban <br />farming Ordinances that allow for the keeping of chickens. She fully supported residents having <br />chickens and/or ducks. <br /> <br />Council Member Meehlhause supported chickens and/or ducks in the R-1 zoning district. He <br />appreciated the control measures that were written into the proposed Ordinance. <br /> <br />Mayor Flaherty stated that he originally was not in support of the keeping of chickens. However, <br />after reviewing the proposed Ordinance he noted he would be supporting the matter. <br /> <br />MOTION AMENDMENT: Flaherty. To Amend Ordinance 903, to Allow for the keeping of <br />only Six Chickens and/or Ducks. The amendment failed for lack of a second. <br /> <br />MOTION/SECOND: Gunn/Mueller. To Waive the Second Reading and Adopt Ordinance 903, <br />an Ordinance Amending Chapter 701 of the Mounds View Municipal Code to Allow for the <br />Keeping and Raising of Chickens and/or Ducks. <br /> <br />Mayor Flaherty stated he was in favor of reducing the number of chickens and/or ducks from <br />eight to six. He believed that eight was too large a number for single-family lots in Mounds <br />View. For this reason, he would not be able to support the Ordinance as proposed. <br /> <br />ROLL CALL: Gunn/Meehlhause/Mueller/ Flaherty. <br /> <br /> Ayes – 3 Nays – 1 (Flaherty) Motion carried. <br />
