Mounds View City Council June 22, 2015 Regular Meeting Page 3 illegally for quite some time. He believed that the City Ordinance should not be changed for one person. He recommended that the entire City be polled regarding this matter. Mayor Flaherty clarified that this was not the first meeting the City has had regarding chickens. He explained that a number of residents have come forward in support of chickens in Mounds View. He commented that the Council was making a Code amendment for all residents in the City. Mr. Jones believed that this Ordinance could adversely impact the City and housing property values. He explained that he has lived in Mounds View since 1962 and he did not want his neighbors to have chickens due to the smell and noise that would be created. Hearing no further public input, Mayor Flaherty closed the public hearing at 7:39 p.m. Council Member Mueller discussed a letter received from a landlord recommending that chickens not be allowed on rental properties. She reported that the proposed Code amendment would address this concern and rental properties would not be allowed to keep chickens. She reported that she supported the changing needs in the community and recommended that the Council adopt Ordinance 903. Council Member Gunn noted that several neighboring communities have already adopted urban farming Ordinances that allow for the keeping of chickens. She fully supported residents having chickens and/or ducks. Council Member Meehlhause supported chickens and/or ducks in the R-1 zoning district. He appreciated the control measures that were written into the proposed Ordinance. Mayor Flaherty stated that he originally was not in support of the keeping of chickens. However, after reviewing the proposed Ordinance he noted he would be supporting the matter. MOTION AMENDMENT: Flaherty. To Amend Ordinance 903, to Allow for the keeping of only Six Chickens and/or Ducks. The amendment failed for lack of a second. MOTION/SECOND: Gunn/Mueller. To Waive the Second Reading and Adopt Ordinance 903, an Ordinance Amending Chapter 701 of the Mounds View Municipal Code to Allow for the Keeping and Raising of Chickens and/or Ducks. Mayor Flaherty stated he was in favor of reducing the number of chickens and/or ducks from eight to six. He believed that eight was too large a number for single-family lots in Mounds View. For this reason, he would not be able to support the Ordinance as proposed. ROLL CALL: Gunn/Meehlhause/Mueller/ Flaherty. Ayes – 3 Nays – 1 (Flaherty) Motion carried.
