Mounds View City Council June 22, 2015 <br />Regular Meeting Page 2 <br /> <br />Public Works Director Erickson provided the Council with a presentation on the City’s Storm <br />Water Pollution Prevention Plan. He indicated the goals of the meeting were to inform interested <br />citizens, solicit public comment and to comply with State permit requirements. He provided <br />comment on the progress that was made addressing the City’s six minimum control measures. <br />He then discussed the goals for the City’s storm sewer system going forward. <br /> <br />Mayor Flaherty understood that Silver View Pond was 38% full. He questioned how this would <br />be managed in the future. Public Works Director Erickson reported that the pond would have to <br />be dredged at some point to remove the sediment from the pond. He explained that this work <br />was typically done in the winter months. <br /> <br />Council Member Mueller asked if the sediment within Silver View Pond had been rated. Public <br />Works Director Erickson commented that he would have to investigate this matter further and <br />would report back to the Council. <br /> <br />Mayor Flaherty thanked staff for the thorough report on the City’s Storm Water Pollution <br />Prevention Plan. <br /> <br />7. COUNCIL BUSINESS <br />A. 7:00 p.m. Public Hearing, Second Reading and Adoption of Ordinance 903, <br />an Ordinance Amending Chapter 701 of the Mounds View Municipal Code <br />to Allow for the Keeping and Raising of Chickens and/or Ducks. (ROLL <br />CALL VOTE) <br /> <br />City Administrator Ericson stated this was the Second Reading of Ordinance 903, which would <br />allow for the keeping and raising of chickens and/or ducks. He noted the First Reading of this <br />Ordinance was held on June 8 th . Staff reviewed the language changes that were made to the <br />Ordinance per Council’s direction and recommended adoption of Ordinance 903. <br /> <br />Mayor Flaherty opened the public hearing at 7:28 p.m. <br /> <br />Mike Read, 2208 Lois Drive, asked if the birds had to be vet checked yearly. He feared that bird <br />flu could impact the community. City Administrator Ericson commented that based on research <br />he has conducted, that the contraction of the bird flu to humans has not happened. Mayor <br />Flaherty appreciated this comment. <br /> <br />Bro Jones, 2500 Woodcrest Drive, questioned how many properties in Mounds View currently <br />had chickens. Mayor Flaherty was uncertain how many properties had chickens as they were <br />prohibited. <br /> <br />Mr. Jones inquired why the City was not requiring neighbor approval. City Attorney Riggs did <br />not advise the City Council delegate the approval of chickens and/or ducks to residents’ adjacent <br />property owners. He recommended that this matter be handled through a permitting process. <br /> <br />Mr. Jones reported he lived on Deb Nygaard’s block and indicated she has had her chickens
