To Waive the Reading and Adopt Resolution 8445, <br />Authorizing Certification of the Preliminary General Fund Budget and Preliminary Property Tax <br />Levy for Fiscal Year 2016. <br /> <br />Council Member Meehlhause thanked the Finance Director for his thorough report. He <br />discussed how the proposed levy would impact property owners in Mounds View and <br />congratulated the City for its strong financial planning. <br /> <br />Mayor Flaherty supported the budget and levy as presented by staff. <br /> <br /> Ayes – 5 Nays – 0 Motion carried. <br /> <br />B. Second Reading and Adoption of Ordinance 908, an Ordinance Amending <br />Chapter 701 of the Municipal Code to Allow for the Keeping of Honeybees in <br />Certain Residential Zoning Districts (ROLL CALL VOTE). <br /> <br />City Administrator Ericson stated this item was discussed by the Council at the June, July and <br />August worksession meetings. He explained that the number of hives was discussed at the first <br />reading of the Ordinance, and it was agreed that four hives would be allowed. He commented <br />that the language regarding renewals was also adjusted. Staff reviewed the Ordinance further <br />with the Council and recommended the beekeeping licensing fee be $50. <br /> <br />Mayor Flaherty asked if this would be a perpetual license, how the City would know when <br />properties changed ownerships. City Administrator Ericson anticipated that staff would have to <br />follow up with beekeepers on an annual basis to see if their licenses were still valid and in use. <br /> <br />Further discussion ensued regarding the training and educational requirements within the <br />Ordinance. <br /> <br />Council Member Mueller was interested in reducing the one-time license fee from $50 to $25. <br />Finance Director Beer did not believe that a $25 fee would cover staff’s time or the expense of a <br />public hearing. <br /> <br />MOTION/SECOND: Mueller/Meehlhause. To Waive the Second Reading and Adopt <br />Ordinance 908, an Ordinance Amending Chapter 701 of the Municipal Code to Allow for the <br />Keeping of Honeybees in Certain Residential Zoning Districts, directing staff to update the fee <br />schedule and publish an Ordinance summary. <br /> <br />ROLL CALL: Gunn/Hull/Meehlhause/Mueller/ Flaherty. <br /> <br /> Ayes – 5 Nays – 0 Motion carried. <br />
