Mounds View City Council October 26, 2015 <br />Regular Meeting Page 2 <br /> <br />in further detail. Staff requested the Council hold a public hearing, receive public input and <br />adopt the Special Assessment levy for the project. <br /> <br />Mayor Flaherty opened the public hearing at 7:06 p.m. <br /> <br />City Attorney Riggs advised there were no written objections to the assessments at this point in <br />time. <br /> <br />Hearing no public input, Mayor Flaherty closed the public hearing at 7:07 p.m. <br /> <br />Council Member Mueller requested further clarification on the savings that occurred during this <br />project. Public Works Director Erickson stated the savings were a result of the contractor not <br />using the estimated amount of material. <br /> <br />Council Member Meehlhause questioned if staff had received any compliments or complaints on <br />the project. Public Works Director Erickson indicated he has not received comments from the <br />public either way. <br /> <br />MOTION/SECOND: Meehlhause/Gunn. To Waive the Reading and Adopt Resolution 8472, <br />Adopting a Special Assessment Levy for the Mustang Drive Street and Utility Improvement <br />Project. <br /> <br /> Ayes – 5 Nays – 0 Motion carried. <br /> <br />B. 7:00 p.m. Public Hearing, Resolution 8471, to Consider a Residential Kennel <br />License for Gerald Kluthe and Lanette Zaiger, located at 7869 Greenwood <br />Drive. <br /> <br />This item was removed from the agenda per the applicant’s request. <br /> <br />C. Introduction and First Reading of Ordinance 909, Amending Chapter 1103 <br />of the Mounds View Zoning Code Pertaining to Fencing, Screening and <br />Landscaping. <br /> <br />Planning Associate Heller explained the proposed Zoning Code amendment was brought about <br />after the Planning Commission had discussed a number of corner lot fence variance requests. <br />She reported that corner lots were not allowed to have a fence higher than four feet at present. <br />She indicated that after much research she found that 12 neighboring communities allow fences <br />within a second front yard on a corner lot to be higher than four feet. She requested that the <br />Council introduce Ordinance 909 allowing a fence or screening up to six feet for the second front <br />yard for corner lots. <br /> <br />MOTION/SECOND: Mueller/Meehlhause. To Waive the First Reading and Introduce <br />Ordinance 909, Amending Chapter 1103 of the Mounds View Zoning Code Pertaining to <br />Fencing, Screening and Landscaping.
