He
reported the City received an unmodified or clean opinion on its financial statements. He was
pleased to report the City was seeing an increase in the estimated market value of properties
which had a positive impact on tax capacity. He commented on the City’s revenues and
expenditures per capita and provided a summary on all governmental funds.

Mayor Mueller asked if the City’s enterprise funds were covering expenses at this time. Finance
Director Beer reported this was the case. He anticipated water rates would need to be increased
in order to cover the City’s proposed infrastructure improvements. He added that sanitary sewer
rates may also need to be increased in relation to Met Council increases.

Mayor Mueller thanked Mr. Nielsen for his thorough report.
