Mounds View City Council April 24, 2017 <br />Regular Meeting Page 2 <br /> <br /> <br />7. COUNCIL BUSINESS <br />A. First Reading and Introduction of Ordinance 934, Amending the Zoning <br />Map for Properties located at 2901 Mounds View Boulevard and 80XX <br />Groveland Road. <br /> <br />Planner Sevald requested the Council consider the introduction of an ordinance that would <br />amend the City’s zoning map for properties located at 2901 Mounds View Boulevard and 80XX <br />Groveland Road. He explained the proposed change would allow these properties to be rezoned <br />from R-1 Single Family to R-4, in order to house a 60-unit apartment building. It was staff’s <br />opinion the proposed amendment was consistent with the Comprehensive Plan. He explained a <br />4/5’s vote would be required of the City Council. <br /> <br />Council Member Meehlhause asked what would happen if the property was rezoned and the <br />apartment project were not to go through. Planner Sevald explained the property would remain <br />R-4. <br /> <br />Mayor Mueller inquired if there were any comments from the public regarding the proposed <br />ordinance. There were no comments. <br /> <br />MOTION/SECOND: Gunn/Meehlhause. To approve the first reading and introduction of <br />Ordinance 934, amending the Zoning Map for properties located at 2901 Mounds View <br />Boulevard and 80XX Groveland Road, waiving the reading. <br /> <br />Mayor Mueller questioned if access to the site could be made off of Mounds View Boulevard <br />instead of Groveland Road. Chris Stokka, MWF Properties, stated this could be accommodated <br />if access were approved by Ramsey County. He commented that his preliminary conversations <br />with the County led him to believe that access to the project would be off of Groveland Road. <br /> <br />Council Member Meehlhause encouraged the developers to speak with County Commissioner <br />Blake Huffman and Public Works Director Jim Tolaas at the County. <br /> <br /> Ayes – 5 Nays – 0 Motion carried. <br /> <br />B. First Reading and Introduction of Ordinance 933, Amending City Code, <br />Section 401.06, Subd. 3, relating to Planning Commission Agenda Sessions. <br /> <br />Planner Sevald requested the Council consider Ordinance 933 amending the City Code relating <br />to Planning Commission Agenda Sessions. He explained the Planning Commission amended its <br />bylaws in February to no longer hold agenda session meetings, and for this reason, staff was <br />recommending the City Code be likewise amended. <br /> <br />MOTION/SECOND: Hull/Bergeron. To Approve the First Reading and Introduction of <br />Ordinance 933, an Ordinance Amending Section 401.06, Subd. 3, of the City Code, relating to <br />Planning Commission Agenda Sessions.
