Resolution 8748, Adopting a Calendar for the Preparation of the 2018 <br />Budget. <br /> <br />Finance Director Beer requested the Council adopt a calendar for the preparation of the 2018 <br />budget. It was noted this was a statutory requirement and the budget calendar would be posted <br />on the City’s website. <br /> <br />MOTION/SECOND: Gunn/Meehlhause. To Waive the Reading and Adopt Resolution 8748, <br />Adopting a Calendar for the Preparation of the 2018 Budget. <br /> <br />Council Member Meehlhause looked forward to discussing the preliminary budget priorities on <br />May 1st. He asked that the Council schedule a goals and priorities retreat later this summer prior <br />to establishing a preliminary levy for the 2018 budget. <br /> <br /> Ayes – 5 Nays – 0 Motion carried. <br /> <br />D. Second Reading and Adoption of Ordinance 932, an Ordinance Amending <br />Chapter 502 of the Mounds View City Code Relating to Hours of Operation <br />for Off-Sale Licensed Establishments – ROLL CALL VOTE. <br /> <br />City Administrator Ericson requested the Council consider an Ordinance amending Chapter 502 <br />of the City Code related to hours of operation for off-sale licensed establishments. He reported <br />all off-sale license holders were invited to discuss this topic with the Council. After this <br />discussion, it was recommended the Monday through Thursday hours of operation be amended to <br />allow businesses to remain open until 10:00 p.m., while also adding Sunday sales from 11:00 <br />a.m. to 6:00 p.m. Staff discussed the proposed revisions in further detail and noted the effective <br />date for the amended hours of operation for Monday through Thursday would be June 5th and the <br />effective date for Sunday sales would be July 2nd. <br /> <br />Council Member Bergeron understood the proposed hours for Monday through Thursday would <br />alleviate Mounds View businesses’ competitive disadvantage. He questioned if the City could <br />block Sunday sales. City Administrator Ericson reported the City could not block Sunday sales <br />altogether, but rather could be more restrictive with the hours. <br /> <br />Mayor Mueller asked if Sunday sales would be allowed on religious holidays such as Christmas <br />and Easter. City Attorney Riggs reported Sunday sales are not allowed by State Statute if <br />Christmas Day were to fall on a Sunday. <br /> <br />Mayor Mueller questioned if the City would be notifying its off-sale license holders of the <br />changes being made to City Code. City Administrator Ericson explained staff would send <br />notification to the off-sale license holders, noting the effective dates. <br />
