Finance Director Beer reviewed the City’s proposed plan and noted this pond would <br />be dredged when 50% full of sediment. He estimated this would occur sometime after 2020. <br /> <br />Council Member Meehlhause asked if the well-house and water treatment plant’s proposed <br />bonds would be paid back through increased utility rates. Finance Director Beer reported this <br />was the case and noted the City would be bonding for 10 years. <br /> <br />MOTION/SECOND: Gunn/Meehlhause. To Waive the Reading and Adopt Resolution 8756, <br />Adopting a Five Year Financial Plan for 2018 through 2022. <br /> <br /> Ayes – 4 Nays – 0 Motion carried. <br /> <br />C. Resolution 8755, Accepting Bids and Awarding Contract for 2017 Sewer <br />Rehabilitation Project. <br /> <br />Public Works Director Erickson requested the Council accept bids and award a contract for the <br />2017 Sewer Rehabilitation Project, with a 10% contingency. He explained that the engineering <br />for this project was completed in house and was advertised per State Statute. It was noted this <br />project was included in the 2017 budget. Staff reported bids were submitted for this project and <br />the low bid was received by Insituform out of White Bear Lake. <br /> <br />Council Member Meehlhause asked where the sewer rehabilitation project would take place this <br />year. Public Works Director Erickson provided a brief description on the areas of the City that <br />would be worked on. <br /> <br />MOTION/SECOND: Meehlhause/Bergeron. Resolution 8759, MWF Properties Purchase Option Agreement of Tax <br />Forfeited Parcels. <br /> <br />City Administrator Ericson requested the Council approve a Purchase Option Agreement for tax <br />forfeited parcels with MWF Properties. He explained MWF Properties was proposing to <br />construct a 60-unit workforce apartment complex with housing tax credits located on Mounds <br />View Boulevard and Groveland Road. It was noted two of the parcels within the project area <br />were tax forfeited. He described how the City, County and developer were working together on <br />this project. Staff provided the Council with the most recent document for their consideration <br />and explained the EDA had adopted a Resolution approving the Purchase Option Agreement. <br />
