Motion Carried <br />E. Discussion Regarding Mounds View business interviews of the North Metro <br />Business Retention and Development Commission Program. <br />Coordinator Bennett reported all of the businesses will be surveyed and interviewed <br />as part of North Metro Business Retention and Development Commission to collectively <br />evaluate the needs and future growth of businesses in the North Metro area. Bennett has <br />participated in a select few interviews and was not very satisfied with the professionalism <br />of the interview procedure. Commissioner Malone, who was interviewed for the program, <br />was dissatisfied with the lack of knowledge of the interviewer and the leading questions <br />that were made. Commissioner Malone suggested that all interviews be put on hold and a <br />meeting between staff and the Directors of the program be set to discuss the interview <br />procedure. Commissioner Malone requested a list of businesses that completed the <br />interviews process and those businesses that have yet to be interviewed to be provided at <br />the next meeting for discussion. <br />Chairman Welsch made a motion, Vice Chair Schmidt seconded, directing staff to <br />set a meeting with the directors of the Program to indicate that the interview process may <br />be causing problems in the business community and an acceptable strategy be immediately <br />developed. <br />7 ayes0 nays <br />Motion Carried <br />S. Other Business: <br />The following information was presented to the Commission for discussion <br />Open Meeting Law: Coordinator Bennett explained that when a quorum, 4 or more, of the members are <br />together that business can be transacted and the "meeting" must be made public. <br />EDA Powers: Coordinator Bennett noted that the attached State statute outlines the powers of an <br />Economic Development Authority. Commissioner Mountin asked if the Authority was incorporated. <br />Bennett was not sure but would find out for the next meeting. Commissioner Goff requested a copy of <br />the Economic Development Authority bylaws and list of members for the next meeting. <br />Characteristics of Gas Station Property on Hwy. 10 were presented by Coordinator Bennett. The owner <br />of the property has indicated that the sight is in the process of being cleaned up. The contamination <br />clean up system is installed and all the required tests are being done and filed with the Minnesota <br />Pollution Control Agency. It is expected that the property will be fully clean in 3 years. <br />Reports From Chair and Commissioners: <br />Chairman Welsch mentioned that he received a notice for a meeting regarding the future of the Arsenal <br />on August 30, 1994. Coordinator Bennett said that City Council members and City staff will be <br />attending the meeting. <br />
