Edgewood Regional Pond—Successful Closeout w/ State: Backman mentioned that the City <br />of Mounds View’s application to DTED for regional pond was submitted in 1999. The pond <br />was needed to facilitate the Mermaid expansion. On May 5, 2003, DTED sent a letter <br />congratulating the City on the successful completion of the project. Backman read the letter <br />from Commissioner Kramer changing the grant status to “closed” and complementing the <br />City’s administration of its grant. Rice Creek Watershed District is the final entity to yet <br />reimburse the City for eligible costs. That is expected in the next couple of weeks. <br /> <br />2. Update of Manufactured Home Revitalization Program: Field mentioned a lead story on <br />Channel 9 in early May disappointed him. Tom Lyden referred to the MV Manufactured <br />Home Community as a run-down mobile home park. Field sent an email to Jim Ericson and <br />would like contact be made with the news organization regarding an appropriate response. <br />Backman will follow up. He then distributed copies of the latest monthly status report for the <br />Moundsview Manufactured Home Community Revitalization Program. It indicated that seven <br />housing rehabilitation loans have been completed and one unit acquisition is pending. The <br />owners of the park are also spending money on infrastructure improvements, including <br />replacing water lines and addressing stormwater runoff. Backman had a meeting with Greg <br />Lee, the Public Works Director, regarding adding a second or backup water line for the Park. <br />Lee will call to set up a meeting of the different members. <br /> <br />3. Developer Activities—Community Dev. Group (Amoco Site): Not a lot a progress to report. <br />Mike Fox, the owner of the Silverview Terrace Apartments (to the south of Amoco), continues <br />to want his northern boundary defined before he considers selling 40 feet or so of his <br />property. The developer has located someone to do so, but is reluctant to commit to the <br />expense until there is a deal with Amoco. <br /> <br />4. Metro North CVB Executive Meeting: On May 14th Backman attended the Metro North CVB <br />Executive Meeting. The Committee discussed the state budget reductions for the Minnesota <br />Sports Commission, the impacts that might have, and what role the CVB could play. Options <br />will be presented to the full Board in June. We also discussed four candidates for two <br />openings on the full Board. Backman suggested that Maureen Cattell, General Manager for <br />the Days Inn in Mounds View and a hotel representative from Coon Rapids be selected to <br />serve on the Board. The Executive Committee concurred. <br /> <br />5. Developer Activities—Long Lake & Hwy 10 Medical Office: On May 5th the City Council <br />considered a request to amend the Theater Planned Unit Development (PUD) to allow for <br />siting an office on Outparcel A (Long Lake Rd. & Co. Hwy 10). The proposed office and <br />retail buildings would add $2.2 million to the City’s tax base. City staff did not anticipate any <br />problem with the request and no representative of the developer was present. Unfortunately, <br />the City Council voted 3 to 2 against the request. Concerns centered on parking issues with <br />the theater (not connected to the Long Lake site) and the preference to have a restaurant at <br />that location (owner has been unable to land a restaurant there for five years). The issue <br />was reconsidered by the City Council at its May 12th meeting, with Audie Tarpley, LandCor <br />representative present. The amendment was approved 3 to 2 by the Council. <br /> <br />6. Figaro’s Pizza—Prospect Activities: On May 8th Backman talked with a prospect that is <br />considering locating in the proposed retail strip near the theater. The principal, Brett <br />Reynolds, who is based in New Brighton, is considering Mounds View as a location for a <br />Figaro’s Pizza franchise. This franchise sells both pizzas ready to eat and pizzas to be <br />cooked at home. Mr. Reynolds is also considering two other locations in the Twin Cities—
