EDC Minutes <br />August 22, 2003 <br />Page 2 <br /> <br />environment studies being done. Backman indicated that studies continue, environmental <br />cleanup issues remain, and that some areas have been cleaned up. McDonald asked about the <br />DOD ownership of the property. Backman replied that most of the site is controlled by the U.S. <br />Army and the Army National Guard. The federal government has declared a portion of the <br />TCAAP site to be surplus and available for other users. The City of Arden Hills would like to have <br />a mixed-use development on the site and not the postal facility. Mounds View has supported <br />Arden Hills position. <br /> <br />D. Report of Staff: <br /> <br />1. Final Review of Mounds View’s Tax Abatement Policy: Backman distributed the latest <br />version of the Tax Abatement (Rebate) Policy to the EDC members. Backman discussed the <br />changes from the July EDC meeting. Among the changes were the 10% ownership <br />reference (p. 9), current and estimated market values of the project site (p.10); and <br />Attachment B: Application Review Worksheet (pp. 16-17). Discussion focused on <br />references to jobs created or retained in Parts 3 & 4 of Attachment B. Members discussed <br />scoring or points awarded for project size, wage levels, use of site, taxes generated, and <br />bonus points. Various changes to Attachment B were approved by consensus of the EDC. <br />The Tax Rebate Finance Policy with changes will now be considered at the August 25, 2003 <br />City Council meeting. <br /> <br />2. Developer Activities—Velmeir Companies (Amoco Site): Velmeir, the developer working on <br />the Amoco site, held a reception on July 30th at the St. Paul Hotel. All communities that are <br />working with Velmeir were invited to attend and Backman attended representing Mounds <br />View. The local representative for Velmeir is Steve Mangold. The national retailer <br />introduced at the reception was CVS Pharmacy. Velmeir’s attendees included the Area VP <br />for Operations and the VP of Real Estate for the company. URS has been hired to <br />undertake some of the site drawings. On August 18, 2003 Backman met with three URS <br />reps from Michigan to discuss the project. Backman distributed copies of the latest drawing <br />showing how CVS could be located on the site. <br /> <br />3. Developer Activities—LandCor / Long Lake & Hwy 10 Office: On August 14, 2003 ATA <br />submitted the architectural drawings to the City for both the office building and the retail <br />building. Backman distributed site plans to the EDC members. Kathi Osmonson, the City’s <br />Building Inspector, is doing a plan review. Figaro’s Pizza appears to be close to signing this <br />week and would be located in the retail building. <br /> <br />4. Metro North CVB Executive Meeting—August 13, 2003: Due to time constraints, this item <br />was not discussed. <br /> <br />5. Update of The Woods of Mounds View (County Rd. H2 Residential) Project: On July 22, <br />2003 the City of Mounds View and Pro Craft Homes, the selected development team, signed <br />a pre-development agreement. Backman also processed and forwarded a hold harmless <br />form to Ramsey County that allows us to undertake soil testing and other engineering <br />activities on the use-deeded property (Lot 36). Backman met with Pro Craft to discuss the <br />budget, land negotiations and the development process. They have begun negotiations with <br />both the Fyksens and Mr. Vik. <br /> <br />6. Dinner Theater—Prospect Activities: Backman continues to work with the principals of the <br />North St. Paul dinner theater, Oops Dinner Theatre. They continue to be interested in a <br />Mounds View location. Backman showed the owners several potential locations in Mounds <br />View, including near the Mermaid and at the corner of Woodale and Highway 10. He also
