Update on Bridges Golf Course Redevelopment Project—CRESA Partners (Medtronic: <br />Backman summarized the activities/milestones reached over the last four months, including <br />the title commitment research, wetland delineation, commercial appraisal, boundary and <br />topographic surveys. As members are aware, on September 13, 2004 the EDA selected <br />RLK-Kuusisto to undertake the Alternative Urban Areawide Review (AUAR), an <br />environmental assessment process of a potential office development at the Bridges site. <br />The Draft AUAR was completed on November 18th. We received 60 copies of the draft and <br />25 different entities/agencies received copies for their review. This included the Governor’s <br />Office. Belting asked if we were at the point of negotiations. Backman responded that no <br />final decision has been made by the City or Medtronic. McDonald asked if Medtronic is <br />focusing just on Mounds View now. Backman replied that the day before Thanksgiving <br />Medtronic indicated that they wanted to focus on the Mounds View site. The pace is picking <br />up and we are now in negotiations. McDonald asked when the golf course would cease to <br />operate. Backman noted that no timetable has been set, however, Medtronic would like to <br />be moving dirt at the Bridges site by September 2005. Backman then discussed two <br />proposed pieces of legislation that would be needed for the Medtronic project to move <br />forward—the Reverter Clause bill and the TIF District legislation. Sen. Betzold is willing to <br />introduce these when the session starts in January. Senate Counsel is already reviewing <br />them. On December 9th the Mayor and other representatives of Mounds View attended a <br />kickoff meeting for the Medtronic project at the Dept of Employment and Economic <br />Development (DEED) in St. Paul. Various state agencies were present including MnDOT, <br />DNR, Met Council, MPCA, etc. Medtronic made a presentation of what they hoped to <br />accomplish at the Mounds View site. This campus would be Medtronic’s largest complex in <br />the world. Members asked about potential land acquisition in Blaine, sign buyout, and <br />potential TIF assistance. After discussion, a motion was made by Chairperson Johnson, and <br />seconded by Belting, that the EDC recommends to the City that it move forward with the <br />redevelopment project, including pursuing the adoption of legislation at the Minnesota <br />Legislature to remove the reverter clause on the former MnDOT property and passage of <br />necessary TIF legislation. Motion passed 7 to 0. <br /> <br />6. EDC BUSINESS <br /> <br />A. Discussion of Economic Development Priorities for 2005 (Current and potential projects; Other <br />Activities): Backman briefly reviewed the following potential economic development priorities for <br />the coming year.
