<br /> <br /> 2 <br />4. the Business of the Year Awards Luncheon that was held at the <br />Mounds View Community Center on June 3, 1999 -- at which the <br />Mounds View Animal Hospital and Sharie Linke (of Innovative Images) <br />received the ΑLeadership & Innovation≅ and ΑCommunity Treasure≅ <br />awards (respectively). <br /> <br />B. Comprehensive Guide Plan -- Economic Development Section <br /> <br />EDC members were advised that the City intends to ask the Metropolitan Council for <br />an extension of time for the completion of the updated Comprehensive Guide Plan. <br />Although the requested extension will presumably be granted, the EDC must <br />nevertheless proceed as quickly as it can with the finalization of the Economic <br />Development section so that it is ready for City Council review when the remainder <br />of the Plan is presented to the Council. <br /> <br />The EDC members discussed the latest draft of the Economic Development section of <br />the Comprehensive Guide Plan. The consensus was to: <br /> <br />1. Adopt Section One [Community Economic Goals] as is, but delete the <br />highlighting. <br />2. Adopt Section Five [Priorities], but renumber as Section Two and place <br />after Section One. <br />3. Adopt Section Four [Resources], but renumber as Section Three, <br />convert to a Αbullet format≅ as in (the new) Section Two, include a <br />reference to the airport’s proximity as an additional resource, delete <br />(in #2) the references to Highway 10 and County roads, reword #4 to <br />expand its scope, and reword #5 to eliminate the reference to a <br />Αunifying visual theme.≅ <br />4. Renumber Section Three [Challenges] as Section Four and convert the <br />table into a narrative summary of Αcircumstances≅ that the City <br />intends to address in a positive fashion. <br />5. Renumber Section Two [Financial Incentives] as Section Five, <br />eliminate the attachments, and seek guidance from the City <br />Council/EDA concerning the extent (if any) to which EDC analysis of <br />the City’s TIF policies is desired in connection with the ED section of <br />the Comprehensive Guide Plan. <br /> <br />EDC members agreed that they would bring to the next meeting their specific <br />suggestions regarding any further revisions of [the newly renumbered] Sections <br />Three, Four and Five, so that an effort can be made to finalize the EDC=s work on <br />this document. <br /> <br />6.
