The following motion was <br />presented. <br /> <br />Motion/Second: Walther/Goff moved to approve the Economic Development Section of the 1999 Mounds <br />View Comprehensive Guide Plan. <br /> <br /> Motion Carried 3 ayes 1 nays (Olsen Dissenting) <br /> <br />Olsen requested that the minutes reflect her dissent was not based on the plan as a whole, but on particular <br />components within the plan. <br /> <br />B. Discussion of TIF Options <br /> <br />Economic Development Coordinator Kevin Carroll discussed the desire of the Economic Development <br />Authority to gain the Economic Development Commissions insight into tax increment financing. He <br />proceeded to outline the various alternatives that have been developed with regard to tax increment <br />financing. These alternatives include continuing the current practice, use the current practice but set a <br />ceiling on the amount of funds which go into the TIF pool for use on discretionary projects, and return all <br />increment not pledged for current obligations to Ramsey County for redistribution. Finance Director Kessel <br />provided further clarification on the potential alternatives. <br /> <br />Economic Development Coordinator Kevin Carroll discussed the various options for approaching the <br />discussion of TIF including the need for a historical perspective, operational considerations, TIF funded <br />programs, the use of future TIF funds. <br /> <br />Chair Carlson indicated that the TIF policy has been reviewed as recently as 1997. She suggested that a <br />joint meeting, or series of meetings be conducted with both the Economic Development Commission and <br />the Economic Development Authority. It was agreed that staff would get back to the Commission with a <br />potential date. <br /> <br />6. Reports From Chair, Commissioners and Staff: <br /> <br />7.
