Resolution 8778 <br />Page 2 <br />Parcel 2: All that part of Lot 32, Auditor's Subdivision No. 89, Ramsey Co., Minn., <br />described as follows, to -wit: <br />Commencing at a point on the West line of Lot 50, Auditor's Subdivision <br />No. 89, which point is 100 feet South of the Northwest corner of said Lot <br />50; thence South to a line 100 feet Northeasterly from and parallel with the <br />Southerly line of Lot 32; thence Northwesterly on said parallel line 32 feet; <br />thence Northeasterly to the point of beginning. <br />Certificate of Title No. 582368 (PID 06-30-23-31-0241): <br />The South 135.00 feet, front and rear, of Lot 47, Auditor's Subdivision No. <br />89, lying westerly of the East 187.00 feet. <br />Certificate of Title No. 616319 (PID 06-30-23-31-0030): <br />Lot 49, Auditor's Subdivision No. 89, Ramsey County, Minnesota. <br />Certificate of Title No. 593365 (PID 06-30-23-31-0029): <br />That part of Lot 48, Auditor's Subdivision No. 89 lying South of the North <br />300 feet front and rear thereof, except that portion taken for the Highway <br />right of way purposes. <br />WHEREAS, the properties are zoned R-4 High Density Residential, and are within the <br />County Road 10 Corridor Overlay District, and are guided for Mixed Use PUD within the <br />Comprehensive Plan; and, <br />WHEREAS, MWF Properties, LLC, received a Conditional Use Permit (CUP) for a <br />Multiple -Family Dwelling within an R-4 zoning district, on the subject properties on May 8, <br />2017 (Resolution 8751); and, <br />WHEREAS, the City of Mounds View Municipal Code, Section 1006.06 (Development <br />Controls) provides for a Development Review of plans for utility service, surface water drainage, <br />erosion and sediment control, streets, driveways, trails, parking, landscaping, screening and <br />buffering, lighting, setbacks, exterior construction design and materials, trash disposal, <br />construction timetable, and other items; and, <br />WHEREAS, City Staff have reviewed plans, titled "Boulevard Mounds View, Minnesota <br />Issued for: City Resubmittal", dated December 1, 2017, and architectural plans, dated November <br />8, 2017, and considered to be inclusive of the December 1, 2017 plan set. Staff finds that this <br />plan set is consistent with requirements of the Municipal Code; and, <br />WHEREAS, the Planning Commission reviewed the request on July 19, 2017, August 2, <br />2017, and August 16, 2017. A motion to approve a Recommendation for Approval failed. <br />Those Commissioners voting in the majority gave the following reasons: <br />1. Too much affordable housing concentrated in one area. <br />2. Affordable housing would be more appropriate at a location within closer proximity <br />to goods and services. <br />3. Too much traffic on Groveland Rd. <br />4. Traffic concerns were not addressed by the Traffic Impact Study <br />
