MOUNDS Vi -V <br />of Mounds View Staff <br />Item No: 09H <br />Meeting Date: August 14, 2017 <br />Type of Business: Council Business <br />Administrator Review: <br />To: Honorable Mayor and City Council <br />From: Don Peterson, Interim Public Works Director <br />Michael Richie, Public Works Project Coordinator <br />Item Title/Subject: Resolution 8809, Approving Additional Funding for the 2017 Sewer <br />Rehabilitation Project <br />Background: <br />On June 12, 2017, the City Council approved Resolution 8764, approving a construction <br />contract with Insituform Technologies USA, LLC., ("Insituform") for the 2017 Sewer <br />Rehabilitation Project. The project will line approximately 4,189 feet of sanitary sewer and <br />133 feet of storm sewer throughout Mounds View. <br />Discussion: <br />Public Works staff completed additional investigation of sanitary sewer pipe while the 2017 <br />Sewer Rehabilitation Project was in the process of going out for bid. During the additional <br />investigation and cleaning, Public Works staff observed a break in the sanitary sewer pipe under <br />Greenfield Avenue between Woodale Drive and O'Connell Drive as well as under Silver Lake <br />Road between Woodcrest and County Road H. Staff also observed excessive infiltration into the <br />sanitary sewer under Sherwood Road between Groveland Drive and Red Oak Drive. <br />As a result, and after the project was awarded to Insituform, staff discussed the possibility of <br />adding these sections of sanitary main to the 2017 sewer rehabilitation project. Doing so would <br />reduce the potential for future emergency repairs and groundwater infiltration. Since Insituform <br />has not started the project, they agreed to the additional sewer lining. They also stated they <br />would maintain their unit prices for the additional 1,078 feet of 8" liner and 326 feet of 10" liner. <br />The awarded unit price for this work is $26.20 per linear foot of 8" liner and $30.80 per linear <br />foot of 10" liner. This would result in an additional cost of $43,293.00. The current contract <br />amount is $128,943.30. The 2017 Sanitary Sewer Fund (730-4823-7050) includes $150,000 for <br />sewer lining and $25,000 in the Storm Sewer Enterprise Fund (745-4415-5150) for this work. <br />The existing contingency of $12,900 (20%) will be reduced to $2,760 (2.1%).
