(AE2S) For Water Treatment <br />Backwash Study and Compliance Issue <br />Background / Discussion: <br />On July 19, 2017, Public Works Staff meet with the representatives from the Metropolitan <br />Council (Met Council) — Industrial Waste and Pollution Prevention Section. The purpose <br />of the meeting was to inform the City of a possible violation on the discharge limits at <br />Water Treatment Plants 2 and 3. (Water samples that were obtained on June 29, 2017 <br />exceeded discharge limits established by the Waste Discharge Rule 401.00 for lead, <br />copper and mercury.) On July 19, representatives from Met Council indicated that the <br />purpose of the meeting was an informational discussion and not a compliance issue at <br />that particular time. (Met Council would then review the results further and notify the City <br />if this would become a compliance issue.) Met Council also required the City of Mounds <br />View to take additional waste discharge samples. <br />Public Works Staff began taking additional water samples and had them tested by an <br />independent lab. On August 3, 2017, the City received notice from Metropolitan Council <br />with a Compliance Issue Notification for Permit No. WO61 and W062, (Water Treatment <br />Plants 2 and 3). The notification requires additional testing of the discharge water to <br />include testing for mercury, lead and copper. The notification also requires a written action <br />plan to include a time schedule, completed by September 14, 2017, to bring the two <br />facilities back into compliance. <br />Public Works Staff reviewed the letter of Compliance Issue Notifications and contacted <br />AE2S to provide a proposal to assist the City with this compliance issue. Staff felt it would <br />be prudent to hire an outside engineering firm to assist with this compliance issue due to <br />the current work load of the Public Works Administration Department, staffing deficiencies <br />and the large construction project of the Public Works Facility. <br />Further Discussion: <br />AE2S submitted a proposal that includes three -phases to this project: <br />Phase 1- Review of the Current Metropolitan Council Data <br />Phase 2- Data Collection, Analysis and Development of an Action Plan <br />Phase 3- Development of Potential Operational and/or Treatment Modifications <br />
