of Mounds View Staff <br />Item No: 07D <br />Meeting Date: March 11, 2013 <br />Type of Business: CB <br />Administrator Review: ' <br />To: Honorable Mayor and City Council <br />From: Desaree Crane, Assistant City Administrator <br />Nick DeBar, Public Works Director <br />Item Title/Subject: Resolution 8071, Appointing Brett Brisbois to a Vacant <br />Maintenance Worker (Stormwater) Position in the Public Works <br />Department <br />Background <br />Nick Fleischhacker submitted his resignation and his last day of employment was on February 20, <br />2013. Mr. Fleischhacker was a Public Works Maintenance Worker in the Water Division <br />(Stormwater). On February 25, 2013, the City Council authorized Staff to start the process of filling <br />the position vacated by Mr. Fleischhacker. <br />Discussion <br />The Public Works Collective Bargaining Agreement requires that job vacancies are to be filled <br />based on the concept of "promotion from within" provided that the applicants have the necessary <br />qualifications to meet the standards of the job vacancy and have the ability to perform the duties <br />and responsibilities of the job vacancy. It also requires that job vacancies be posted for five (5) <br />working days so that members of the bargaining unit can be considered for such vacancies. <br />Staff advertised for this position internally, and received a letter of interest from Brett Brisbois. <br />Mr. Brisbois is currently employed as a maintenance worker in the drinking water subdivision of <br />Public Works. Mr. Brisbois has been in this position for over six years and has the necessary <br />licensing requirements for the Stormwater position, and is very familiar with stormwater <br />operations. <br />Public Works Director DeBar and Public Works Supervisor Peterson have reviewed Mr. Brisbois' <br />qualifications, and recommend appointing him to the Stormwater position. Mr. Brisbois is currently <br />at the top of his pay scale for this position; therefore, no compensation adjustments are <br />necessary. <br />Recommendation <br />Staff recommends that the City Council adopt the attached Resolution 8071, appointing Brett <br />Brisbois to a vacant Maintenance Worker (Stormwater) position in the Public Works Department. <br />Respectfully submitted, <br />AMS uu--, <br />Desaree Crane <br />Assistant City Administrator <br />Respectfully submitted, <br />Nick DeBar <br />Public Works Director <br />
