Invest heavily and continually in new equipment, apparatus and facilities which
embeds modern technology and methodology into daily operations.
STRATEGY #1:
Create a long-term capital plan to ensure continuous replacement of critical
apparatus and equipment providing a consistent level of annual expenditures.
Action Steps:
1. Perform needs assessment and prioritize equipment and apparatus replacement based on
National Standard and best practice timeframes.
• Time: Immediate
2. Perform needs assessment on facilities; prioritize repairs and upgrades to enhance operational
capability.
• Time: Immediate
3. Embrace all grant -funding opportunities for needed apparatus, equipment and programs,
maximizing local funding and reducing capital replacement plan timeframe.
• Time: Immediate
STRATEGY #2:
Perform a needs assessment to determine if current facilities require
reconfiguration and/or relocation.
Action Steps:
1. Assess current Fire Station locations using current and future data, ISO requirements, NFPA
requirements, response times, staffing and community risk profile to determine future
locations, staffing and apparatus configuration.
• Time: 24 months
STRATEGY #3:
Ensure apparatus and equipment fulfill multiple mission requirements. Create a
multi -role fleet that is effective, efficient and agile while possessing significant
redundancy in all hazard mitigation capability, notably suppression.
Action Steps:
1. Modify current operational concept from Engine centered to Quint centered in Fire Stations
assigned Quint apparatus.
• Time: 12 months
2. Implement operational deployment model that combines Quint, with smaller support
apparatus, operating as a small task force (light force) at each working structure fire or
similar large incident.
• Time: 12 months
111SBMFD 2017-2022 Strategic Plan
