Capital Improvement Projects
There was plenty of construction occurring in Mounds View during 2012. The following projects are a sampling
of the many improvements that occur each year. In addition, A/E staff coordinates with other agencies with
jurisdictional infrastructure in Mounds View such as Ramsey County Public Works and Mn/DOT. Current Ramsey—
County projects include County Highway 10 intersection improvements at County Road H and Silver Lake Road.
The Director of Public Works also serves on Mn/DOT's 1-35W Managed Lane Technical Advisory Committee
Street and Utility Improvement Project – Area E
Another 4.0 miles of streets were reconstructed in Area E of the
Street and Utility Improvement Program, bringing the total to 15.4
miles complete and 10.5 miles to go. Construction costs continue
to be much lower than expected and the bidding environment is
excellent. Area E is substantially complete and will be finalized this
year. The final estimated construction cost is currently $2,801,470
–which is about $800,000 below the contract amount.
Area A through D are complete and finaled out. The combined
actual costs of these four areas is $10,659,084 compared to
combined budget amounts of $12,115,576, or $1,456,492 below
budget. Assuming that actual costs equal budget amounts for Areas
E through 1, it is projected that a surplus of $3,082,172 occur. With
projected actual costs for Area E tracking $800,000 below budget,
this surplus increases to almost $3,900,000. This surplus is
expected to grow as actual costs are incurred on future projects.
The City is very fortunate to have the resources to accomplish these
types of projects during an economic downturn.
New playground equipment
Before construction
Lambert Park Playground Replacement
Lambert Park saw a lot of activity with the demolition of the old
shelter structure and construction of a new modern park shelter
with enhanced features to reduce energy and maintenance, while
making the building space more appealing to potential rentals. In
addition to the aging building that was replaced, the playground
equipment was over 20 years old was at the end of its useful life
and showing signs of needing replacement. The equipment color
coating is heavily faded and rust is developing on various
components. In addition, several components have needed to be
replaced in the past several years, which can be quite expensive.
The new playground equipment layout was prepared by
Minnesota/Wisconsin Playground of Golden Valley, Minnesota.
The cost included furnishing and installing 3 playground units
(toddler, age 5-12, and swing set), a concrete border, and
engineered wood fiber media. The total price for the playground
layout was $72,744.67.
2012 ANNUAL REPORT I DEPT. OF PUBLIC WORKS PAGE 9
