Water Tower Reconditioning - <br />The most visible project during 2012 was the reconditioning of the water tower. The tower, a 500,000 -gallon <br />elevated, fluted -column design, was originally constructed in 1992 and had spot repairs performed in 2003. The <br />tower was 20 years old and was ready for a fresh coat of paint. In addition, structural modifications were <br />needed to correct some deficiencies and meet current OSHA requirement. <br />Public Works teamed with KLM Engineering to complete the project. KLM provided the technical expertise with <br />specifications and inspection, while Public Works prepared the bidding and contract requirements, project <br />administration, and construction management. This arrangement saved approximately $50,000 in engineering <br />consulting costs. The bid documents required prices for two construction schedules associated with an early <br />season and late season. Although it was possible to complete the project before Festival in the Park, the price <br />for the late season schedule was $110,000 less than the price to have it complete by the Festival. Therefore, it <br />was agreed to delay the reconditioning to fall and Odland Protective Coatings of Rockford, Minnesota was <br />awarded the project for $449,800. <br />Although painting work began in August and was complete by mid-October, Public Works had to coordinate the <br />removal of the telecommunication equipment off the tower before Odland could begin. This took a lot of time <br />and effort, as did the coordination to reinstall the equipment. Many of the telecom carriers upgraded their <br />equipment to 4`h generation (4G) technology. <br />water tower at start of construction <br />water tower after construction <br />Other Capital Improvements <br />In addition to the projects listed above, the following notable improvements were completed in 2012: <br />Municipal Well No. 3 and 5 Rehabilitation: Five quotes submitted that ranged from $52,585 to $84,869 with low <br />quote Keys Well Drilling Company of St. Paul, Minnesota. Engineering performed in-house. <br />Reroofing of Community Center and Water Treatment Plant No. 1: The City received 12 bids ranging from <br />$267,000 to $482,793 with low bid by Rosenquist Construction, Inc. of Minneapolis. <br />Lambert Park Baseball Field Irrigation, and Grading Improvements: Reconstructed baseball field that was <br />displaced by new park shelter and included fencing, benches, in -field and outfield grading and turf, new <br />irrigation system. <br />Community Center Improvements: Various improvements including HVAC cleaning and decontamination, <br />ceiling tile replacement in event center, and approval of a new HVAC building automation system.
